Despite the temptations and pressures exerted by the sacked Speaker of Parliament, Muhammad al-Halbousi, to try to impose his candidate, Representative Shaalan al-Karim, to succeed him as head of Parliament, the scene has settled that passing al-Karim has become a fantasy.

All of Al-Halbousi’s attempts went in vain, with the Sunni blocs insisting on nominating candidates from their parties and refusing any candidate to come forward, due to their conviction that the position of Al-Masbar is for the Sunni component and not for Muhammad Al-Halbousi.
Observers believe that Al-Halbousi’s insistence on Al-Karim is not out of love for him, but rather to keep this position within his party’s circle in order to perpetuate the hegemony that Al-Halbousi wants over the Sunni component, as well as to perpetuate his presence in his province of Anbar.
Sources confirmed that Al-Halbousi's tour, which knocked on the doors of the framework leaders, failed because these leaders told him of the necessity of agreeing with the rest of the Sunni parties and presenting a candidate who represents this component.
It seems that the agreement between the parties on a candidate has become a thing of the past, while other options have emerged, which are to go directly to Parliament to present the candidates, to have the final say in the vote.
A political source in the Azm Alliance reported on Monday that there was no consensus among the Sunni parties on a candidate for the presidency of the House of Representatives.
The source told Al-Maalouma, “The Sunni parties failed to reach an agreement to choose a new speaker for the House of Representatives to succeed the sacked president, Muhammad Al-Halbousi, and that the issue left the Sunni circle and headed into the space of the rest of the political blocs, especially the coordination framework.”
He explained, "Everyone will go directly to Parliament to present candidates to be voted on directly without any agreement on any candidate."
The House of Representatives earlier postponed the session to elect a new president to replace the sacked president, Muhammad al-Halbousi, until further notice, due to a lack of consensus on the new candidate for the position.
In the same context, former Sunni MP Ahmed Al-Masari confirmed to Al-Maalouma that there are efforts to hold a session and complete the election of the Speaker of the House of Representatives.
He added, "The competition has become confined between Salem Al-Issawi and Mahmoud Al-Mashhadani, especially after the Federal Court's decision to dismiss the lawsuit to cancel the previous session to elect the Speaker of the House of Representatives."
He continued, "The movements of the head of the Taqadum Party, Muhammad al-Halbousi, with the party leaders within the coordination framework and offering temptations to representatives from the Sunni component, all failed."
For his part, a member of the Hasm Alliance, Dhari Al-Dulaimi, revealed today, Monday, a political agreement to include the clause of electing a new Speaker of the House of Representatives in the Parliament’s agenda next week.
Al-Dulaimi told Al-Maalouma, “A political agreement concluded yesterday resulted in an emphasis on including the clause of electing a new president of the Council in one of next week’s sessions.”
He added, "The candidate for the lead, Representative Shalan Al-Karim, has become out of the equation, because the competition will be limited to Representatives Mahmoud Al-Mashhadani and Salem Al-Issawi," noting that "Al-Issawi's chances of winning the position are closer than Al-Mashhadani."
It is noteworthy that the Federal Court rejected Suit No. 22 Federal 2024, filed by Representatives Hait Al-Halbousi and Ahmed Mazhar Al-Jubouri, to cancel Session No. 1 of the third legislative year, the first legislative term, held on January 13, 2024, and allocated to electing a new president of the Council.
