    After about 9 months of the vacancy of the position of Speaker of Parliament, the dismissed Speaker of Parliament, Mohammed al-Halbousi, insists on obstructing this matter and preventing the Council from electing a speaker for it.

    In November of last year, the Federal Court decided to terminate the membership of Parliament Speaker Mohammed al-Halbousi.
    According to a statement by the court, "the decision was taken based on a lawsuit against Halbousi this year."
    The dismissed official was serving his second term as speaker of parliament, a position he first held in 2018 and the highest that a Sunni can hold. Since then, the Sunni blocs have failed to present an agreed-upon candidate for the presidency of the parliament and to succeed Halbousi, because Halbousi considers the position to be the share of his party (Progress), while the remaining Sunni blocs see the position as the share of the component.
    The Sunni blocs competing with Halbousi agree that the latter is fully prepared to keep the position vacant and to manage it by proxy, provided that someone from Anbar Governorate takes it over.

    The largest Shiite component did not intervene in this crisis and was content to urge the Sunnis to end their differences and present an agreed-upon candidate for a vote in the House of Representatives.
    However, this does not mean that there are no moves to end the crisis and appoint a Speaker of the House of Representatives to represent the Sunnis in this sovereign position.
    MP Ali Nehme revealed new moves that will start in mid-August to decide the position of Speaker of the House of Representatives.
    Nehme told Al-Maalouma, "Resolving the position of the Speaker of the House of Representatives is a priority, as the political forces are urging the Sunni movements to reach an agreement and proceed with nominating a candidate to resolve the vote."
    He added, "There are important moves that will take place in mid-August to decide the position, pointing out the seriousness of these moves, which will take into consideration the importance of presenting visions that push for the forces to agree to nominate one candidate for the position."
    He pointed out that "the decision to appoint the position is in everyone's interest, and the ball is in the court of the Sunni forces in order to proceed with unifying their options."
    However, Halbousi did not stop at winning and seizing the position from his competitors, so he went to the Coordination Framework in an attempt to convince it to change the article in the internal regulations related to the election of the president, but he failed to do so after the framework rejected his request.

    This is what the leader of the Hasm Alliance, Dhari al-Dulaimi, expected on Saturday, by the Coordination Framework’s rejection of the proposals of the dismissed Speaker of the House of Representatives, head of the Progress Party, Muhammad al-Halbousi, regarding the presidency of the House of Representatives, as they violate Article 12 of the House of Representatives’ internal regulations.
    Al-Dulaimi told Al-Maalouma Agency, "The proposals of the head of the Progress Party, to give up the presidency of the council in exchange for obtaining ministerial portfolios from his competitors, will be rejected because they are illogical."
    He added, "Al-Halbousi is working hard to prevent any figure belonging to Anbar from reaching the presidency of the council, as he accepts any figure from outside the province."
    Sunni sources affiliated with the Progress Party announced that the doors are closed to any amendment to Article 12 of the House of Representatives’ internal regulations. End 25
