The relationship between Baghdad and Washington went through wavering stages during previous periods, as it never settled on a partnership or alliance except for a small period during the royal era when Washington supported the Baghdad Pact, which the former Prime Minister and important politician Nuri al-Saeed sponsored and supervised its establishment, as Washington entered into A political and military alliance with Baghdad. It was said that a small American nuclear reactor as a gift from Washington was on its way to Baghdad in July 1958. It could not arrive due to the events of the July Revolution of 1958, as the late leader Abdul Karim Qasim decided after that to shift towards the camp. The Socialist Party, led by the Soviets, Washington’s arch enemies, caused a political rift with Baghdad that lasted until February 1963, when Washington clearly supported the Baathist coup that toppled the Qasim regime and brought Iraq into the American orbit for a period before the Americans lost this influence again with the British’s return to Iraq after the July coup. From the year 1968, when the Baathists, allies of London, overthrew the intelligence and security man, Abdul Razzaq Al-Nayef, and his friend, the commander of the Presidential Guard, Abdul Rahman Al-Dawoud, with secret British support that continued until the end of the eighties of the last century. Diplomatic relations with Washington were severed and restored several times before they were finally severed with the invasion of Kuwait in 1990 after a short honeymoon with the Baath regime that did not last long, as the Americans decided thirteen years after that invasion to overthrow the regime in a military campaign considered the strongest since World War I. the second. The Americans entered Iraq without previous experience in ruling or managing this country, which is difficult and historically difficult for invaders. The Americans tried to replicate their experience in Japan after World War II, as well as in Germany, but this scenario was not successful when the Americans fumbled in their view and choice of the appropriate way to govern Iraq, as they preferred direct mandatory rule while waiting for the appropriate conditions to be available to allow the Iraqi people to choose their institutions, which is something that they did not. It would not have been possible with the entry of regional and international powers that worked to settle their scores with the Americans on Iraqi soil through the tools of criminal and ferocious terrorist groups that exploited this American presence to launch the most violent war of extermination against the Iraqi people, who were determined to end the occupation by peaceful means and to triumph over terrorism by building its political institutions. And constitutionalism, which integrated and ultimately facilitated the task of handing over power from Washington and the return of Iraq to an independent country with sovereignty over its land.
Away from the political assumptions that talk about American hegemony and linking Iraq to the policy of axes supporting Washington in the region, the status of Iraq in the American strategy has changed, especially after the American withdrawal from Iraq in 2011, as there have become new axes and aspirations to frame the relationship between Washington and Baghdad at various levels. According to a comprehensive view based on respect for Iraqi sovereignty and the country’s supreme interests, while at the same time cooperating with Washington on various files and common issues that aim to establish security and stability in the region by finding common grounds through dialogue and understanding away from the language of wars and confrontation.
The visit of Prime Minister Mr. Muhammad Shiaa Al-Sudani to Washington is an important event at the level of relations, especially after the stage of relative stability that Iraq is going through, which has begun to encourage Al-Sudani to present negotiating papers with the American administration, including ending the American military presence on Iraqi soil, especially with The increasing combat and technical capabilities of the Iraqi forces and security services charged with the duty of maintaining security and confronting terrorism, which removes the justifications for the existence of these bases, which Washington knows are not necessary there, especially since their presence causes security and political problems for Iraq as a result of their interference and connection with American policy in the region, Syria, and the relationship with... Iran in particular. In addition, both countries are looking forward to a successful and strong beginning that differs from their previous stages, which were characterized by a security nature, of which the task of confronting the terrorism of the criminal gangs of ISIS took its large share.
It is certain that Al-Sudani carried in his bag many files on which he wanted to find a common understanding with Washington, relying on strong internal political support and a successful political and service performance that has now impressed the citizens of the interior, who have begun to feel, for the first time in more than 20 years, the presence of serious and clear change. In the file of services and reconstruction, with an American conviction that Sudanese is a man worthy of dialogue and cooperation with him.
Certainly, there are multiple strategic, service, developmental, and financial issues through which Mr. Sudanese would like Washington to support Baghdad, as this support will strengthen the concepts of partnership and true cooperation and establish a new beginning in the path of relations between the two countries according to a comprehensive view of economic, security, and political integration that will reflect positively on the situation, not in the past. Not only Iraq, but also the countries of the region.
