She saw it as a new, different chapter in Iraqi-American relations... Al-Sudani’s visit to Washington in opinion centers’ analyzes

Before and during the visit of Prime Minister Muhammad Shia al-Sudani to Washington, and despite the major events in the region and the world, Western and Arab opinion and analysis centers devoted large areas to analyzing and reading the details and results of this visit, and most opinion analyzes concluded that it establishes a new chapter for Iraqi-American relations, different and different. Perhaps due to the confusion, tension, and volatility that characterized these relations over the past decades.
In an analysis published by the Washington Institute for Near East Policy, which is accredited to American decision-makers, Dana Stroul and Bilal Wahab wrote a report prior to the visit entitled in the form of the question: “What do Biden and Sudanese need to begin the next chapter of US-Iraqi relations?”
The report saw, “When Muhammad Shiaa Al-Sudani makes his first visit to Washington as Prime Minister of Iraq, the stakes will be high for him and for President Biden alike.” The Sudanese seeks to ensure continued American support for Iraq’s development and economic growth.”
He added, “Al-Sudani’s goals align well with the goals of the Biden administration, which sought to move away from looking at Iraq through an ‘other’ lens and toward a (360-degree) political structure that institutionalizes non-military aspects such as trade, education, energy, and climate.”
Regarding the top priority for Baghdad and Washington, the report adds: “The biggest stakes lie in how Biden and Al-Sudani will deal with the next phase of the American military presence in Iraq. The two governments have approved the (Supreme Military Committee), which is a body to supervise the transition from fighting ISIS to building A long-term defense partnership, and Baghdad believes that it is able to independently manage any remaining threat from ISIS, and no longer wants to host the (international coalition) that was formed to defeat the organization a decade ago. He continued: “Therefore, Biden and Al-Sudani must As commander-in-chief of their military, they avoided steps that would give ISIS room to reconstitute in Iraq. This means ensuring that the Iraqi Security Forces have the necessary capabilities before coalition forces withdraw and take the lead in internal security.”
The institute’s report adds: “As a former official in municipalities and governorates, Al-Sudani focuses on local affairs, especially on public service initiatives and job creation, and his successful visit will include attracting American companies to the infrastructure and services sectors in Iraq while ensuring continued American support for banking and electricity reforms.” .
As for the website of the Qatari Al Jazeera channel, it published a report entitled “Does Sudanese’s visit to Washington open a new page between Iraq and America?”
The report says: “In light of the regional and international tensions, analysts and observers believe that the visit of Iraqi Prime Minister Muhammad Shia al-Sudani to Washington launches a new phase in Iraqi-American relations.”
The Al Jazeera report quotes the financial advisor to the Iraqi Prime Minister, Mazhar Muhammad Salih, saying that Iraq is linked to the United States by cohesive ties and foundations, the principles of which were outlined in the Strategic Framework Agreement signed between the two countries in 2008 and ratified by the Iraqi Parliament.
Saleh stated that attention will be focused on providing a climate of promising opportunities through which major companies in the United States can contribute to major strategic development projects in Iraq, whether through development or otherwise, especially in the fields of renewable energy, gas, digital technology, and basic federal projects in the fields of transportation. Communications, agriculture, investment in natural resources, and important aspects of the manufacturing industry.
He explained that what we see today of “positive developments” in the relationship between Iraq and the United States “will turn the page on the past and open a page based on direct economic relations and productive investment opportunities, with a first priority that precedes other priorities, including the establishment of solid banking relations between the two countries that will help them grow and prosper.” That the banking reform policy in place today in our country contributes to adding an element of strength to the financing relations between the two friendly countries.
For his part, security analyst Ali Al-Baidar said that the visit is important for the government of Iraq and the Iraqis, especially with indications from the United States towards a desire to create a real partnership with Iraq.
Al-Baidar explained to Al-Jazeera that the visit could create a new partnership in areas other than security, “and we are talking about culture, education, energy and the economy, and that the relationship will move from security and military to a development-investment relationship, especially since the delegation that went to Washington does not include any official.” Security in the Sudanese government, while important figures attend, their presence is related to culture, economy, and energy, and Iraq needs them, and this matter is an indication that Iraq has overcome the security obstacle,” according to his estimate.
On the internal level, the analyst believes that the visit will create an appropriate environment for dialogue, understanding, and unification of internal decisions, and will be invested politically by the government.
In addition, the “Al Hurra” channel website quoted a senior US State Department official as confirming that “during Sudani’s visit, there will be discussions regarding the American defense and security relationship as part of the discussions.”
The American official confirmed that the Iraqi-American talks will focus on educational exchange, energy and water, commercial investment by American companies in Iraq and banking reforms. They will also address cooperation to develop business and investment opportunities, increase commercial and financial transparency, and promote projects that will improve the services provided to the Iraqi people.
