Al-Sudani’s visit to Washington and the course of Iraqi-American relations

The visit of Iraqi Prime Minister Muhammad Shia al-Sudani and his accompanying delegation to Washington is an important turning point in the course of Iraqi-American relations, through seeking to activate the Strategic Framework Agreement and move from the security space to other spaces such as energy, economy, education, health, and investment.
Al-Sudani focused his visit to Washington on local affairs, especially on public service initiatives and job creation. The visit includes working to attract American companies to the infrastructure and services sectors and the banking system in Iraq.
Although this visit did not focus greatly on the field of security and defense, it discussed the issue of following up on efforts to reconsider the presence of international coalition forces in Iraq and trying to separate the Iraqi arena from the Syrian arena, within the tasks of the coalition, but these discussions were not on the direct agenda of Al-Sudani. Rather, it will be entrusted to the bilateral committee formed for this purpose, and it appears that Al-Sudani seeks to achieve a balance between the interests of regional and international parties in this aspect in terms of positive harmony regarding the security challenges of Iraq and other parties. Therefore, Al-Sudani seeks to reduce the American military presence gradually and not suddenly, and at the same time, He was able to face increasing pressure from the resistance factions that rejected the American presence in this regard, in addition to not being biased towards them on the issue of financing and support, even though they are basic forces within his political alliance known as the coordination framework.
This visit also comes as proof to the skeptical American public that Iraq is an important partner, not in the field of security, but in all fields.
This is clear from his emphasis on his government’s cooperation with global energy companies (such as Total and General Electric) and other global electrical power networks, and special emphasis will be placed on his cooperation with the initiatives of the US Treasury and the Federal Reserve that aim to reform the financial sector in Iraq in a way that strengthens And support the Iraqi economy.
As for the agenda of President Biden and the American administration, it is to strengthen the partnership with Iraq, by emphasizing that American interests are well achieved by continuing to invest in Iraq on the one hand and supporting the Iraqi security forces in a professional and capable manner on the other hand so that the international coalition forces can gradually withdraw from Iraq. .
This investment requires confirmation and commitment from the Sudanese government that American advisory, training, support, and necessary equipment will go exclusively to the official Iraqi forces.
What motivates the US administration to continue with this approach is its belief that Iraq has an action plan to accelerate energy self-sufficiency, reform its banking sector by establishing more correspondent relationships with foreign and international banks, and take steps to confront armed groups that could undermine these efforts and which have recently expressed their support. to the Iraqi government in this regard.
This American trend in support of the Sudanese government, despite the presence of many challenges and pitfalls, stems from the presence of regional and international structural challenges related to the presence of Iran, Russia, and China and competition with them. This will not be resolved overnight, as part of achieving American interests in the Middle East region requires that there be continuous participation. And steadily to integrate Iraq with the rest of the Middle East countries among the allies and partners of the United States, and this is necessary to promote a more stable, secure, and flexible region according to the American vision.
Finally, it can be said that this visit can shift the course of Iraqi-American relations towards a different, next stage, considering that both parties are partners entering a new phase of bilateral relations, and that both parties can deepen the strategic partnership based on different fields, flows, and interests. And not just within a purely military security relationship.
