Progress: We decided to agree on the identity of the Parliament Speaker.. and the election session will be held on July 27

The Progress Party said that the Sunni forces are close to reaching an “agreement” on the identity of the Parliament Speaker, noting that the session to elect him will be held on the 27th of this month.
Party member Hisham Raafat said, “The political blocs agreed that there would be a consensus candidate from the Sunni component to be chosen before going to the session to elect the Speaker of Parliament.”
He added, "The session to elect a new Speaker of the House of Representatives will be held on the 27th of this July, and an agreement will be reached on one of the candidates (Salem Al-Issawi, Mahmoud Al-Mashhadani)."
Raafat continued, "Amending the internal regulations of the House of Representatives is a matter subject to the Council and its presidency," noting that "amending Article 12 and opening the door to nominations for the position (is possible) if the Sunni forces do not agree on a consensus candidate."
For its part, the Al-Hasm Alliance ruled out the possibility of the Sunni political blocs agreeing on a single candidate for the position of Speaker of Parliament.
The coalition’s spokesman, Salah al-Kubaisi, said in an interview followed by (Al-Mada), “The four Sunni political blocs (Azm, Hasm, Sovereignty, and Initiative) have agreed among themselves to submit a request to hold a special session to choose a replacement for the former parliament speaker, Mohammed al-Halbousi,” ruling out “the Sunni political blocs’ agreement on a single candidate to proceed with resolving the parliament speakership file.”
Al-Kubaisi added, “Agreeing on one candidate makes the process of choosing a replacement for Halbousi as if it were a ‘political endorsement,’” noting that “the majority of Sunni political blocs basically agree to support the candidate, Salem Al-Issawi.”
He added that "there is no legal article in the internal regulations that specifies the selection of the Speaker of Parliament by acclamation," noting that "the Coordination Framework proposed the idea of agreeing on one candidate as advice in order to solve the problem as soon as possible."
Al-Kubaisi pointed out that “a total agreement between political blocs is not possible in all democracies and in all countries of the world, as there is always a political majority,” adding that “the majority has become clear with the presence of more than 46 representatives in the four Sunni blocs, compared to 29 or 30 representatives who stand with the candidate of the Progress Bloc, Mahmoud Al-Mashhadani.”
Earlier, the Coordination Framework MP, Firas Al-Maslamawi, called on the various Sunni blocs to agree on nominating one person for the position of Parliament Speaker.
Al-Maslamawi said, “The Coordination Framework calls for the necessity of the Sunni component agreeing to nominate one person for the presidency of parliament to prevent the chaos that accompanied the previous rounds,” noting that “the Coordination Framework is effectively and seriously supportive in order to complete the Sunni component’s entitlement in electing the parliament speaker.”
He added, "The solution to the parliament presidency crisis lies within the Sunni component itself, as the latter must agree on the mechanism for electing the next parliament speaker."
He added, "If the Sunni component is unable to unify visions and choose a person for the position of Speaker of Parliament, the presidency will continue as an acting one," noting that "the session to choose a replacement for former Speaker of Parliament Mohammed al-Halbousi will not be held without the Sunni component agreeing on one person."
Last May, the political forces failed to decide on the election of a new speaker of the House of Representatives, after a marathon session that witnessed three rounds of voting for four candidates. The competition was limited in the last two rounds to the two representatives, Salem Al-Issawi and Mahmoud Al-Mashhadani.
In its twenty-fifth session, which was held under the chairmanship of Mohsen Al-Mandalawi, Acting Speaker of the Council, the House of Representatives held the second round with the attendance of 311 representatives.
Al-Issawi, the candidate of the “Sovereignty” coalition led by Khamis Al-Khanjar, won over Mahmoud Al-Mashhadani, the candidate of the “Progress” coalition, in the second round of electing the speaker of the Iraqi parliament, with 158 votes, compared to 137 for Al-Mashhadani.
The third competitor, MP Amer Abdul Jabbar, received three votes, and the number of invalid votes was 13.
After a break granted by the acting Speaker of the Council, Mohsen Al-Mandalawi, to the representatives, the third round took place amid severe tension between the representatives, ending with an argument between the representatives, Haibat Al-Halbousi, from “Progress”, and Ahmed Al-Jubouri, from “Azm”, so the session was adjourned until further notice.
