Shafaq News/ On Saturday, Iraqi parliament member Raed Al-Maliki blamed the Council of Ministers for not amending the salary scale for employees and workers in the public sector, renewing his demand for the federal government to send the Federal Civil Service Council Law for the purpose of legislating it.
Al-Maliki said in a joint press conference held with a number of his colleagues and members of the House of Representatives, "There is another legal path related to the salary scale, which is done through amending the Federal Civil Service Law or legislating a new Civil Service Law."
He explained that "we had in the Iraqi parliament a draft federal civil service law that combines four laws, including the salary scale law," stressing that "the Council of Ministers withdrew this service law, and it was not returned to parliament again despite repeated demands from the representatives."
Al-Maliki pointed out that "the issue of amending the salary scale law is not with the House of Representatives and the delay is not from it, but the entire issue is with the Iraqi government because it has a financial aspect," stressing the parliament's readiness to amend the salary scale if the Council of Ministers sends the Federal Service Law at any time.
Thousands of employees took to the streets Saturday morning in mass demonstrations, heading to the fortified Green Zone in central Baghdad, demanding an adjustment in the salary scale in light of the country's high annual inflation rate.
The Parliamentary Finance Committee revealed at the end of 2022 that the Federal Service Law will regulate the employee’s grades and job ladder, while indicating that the government is studying unifying the salary scale after withdrawing the law.
At the time, committee member Moeen Al-Kadhimi told Shafaq News Agency, "The government decided to withdraw the draft of the Federal Civil Service Law from the House of Representatives to reorganize and study it according to the government's vision and ministerial curriculum," noting that it "is studying the unification of the salary scale for employees after withdrawing the legal version."
Al-Kadhimi added that "the law includes the organization of job grades, job progression, unification of the salary scale, and everything that serves the employee," indicating that "the law replaces the articles of previous laws with a unified law, to organize the salary scale while raising the employee's basic salary."
Al-Kadhimi continued, "After withdrawing the draft law from the House of Representatives, we are waiting for the government to send a new version of the law with a salary scale schedule."
