Administrative experts called on ministries to follow the example of the Ministry of Construction and Housing in adopting a deep administrative vision that would have a significant positive impact on the comprehensive development of Iraq, calling - at the same time - on Prime Minister Mohammed Shia Al-Sudani to adopt an evaluation of the performance of ministries and institutions by independent bodies not affiliated with political parties and entities.
The head of the Osool Foundation for Economic Development, Engineer Khaled Al-Jaberi, said in an interview with “Al-Sabah”: “Iraq needs a deep vision amid the population and economic challenges under the government program developed by Prime Minister Mohammed Shia Al-Sudani, as Iraq suffers from high real estate prices, accompanied by the production of unsuitable housing units that result in high energy consumption and pressure on the infrastructure.”
Al-Jaberi praised the serious vision of the Ministry of Construction and Housing in facing the challenges, stressing that “the implementation of this vision has not witnessed anything like it in Iraq in the past two decades; including a series of projects that include two phases for roads and bridges across the capital’s ring road system, and the establishment of an authority for new cities.”
He explained that “the performance of the Ministry of Housing has led to positive results, including: gaining experience, improving urban infrastructure, and increasing the efficiency of fuel use for transportation within the city, which paves the way for activating mass transportation mechanisms. These efforts have also resulted in the formation of the Iraqi Construction Council and the preparation of the Iraqi Green Standard, which will enable Iraq to present these outputs in international forums, most notably the COP29 conference scheduled to be held in Azerbaijan this year.” Al-
Jaberi touched on the performance of some ministries, saying: “We cannot forget the steps taken by the Ministry of Environment, which achieved success through the negotiating team that developed an important vision that serves Iraq and is positively reflected on the environmental situation, as well as the role of the Ministry of Interior in activating digitization and registration plates, and what the Ministry of Planning has achieved in preparing a vision and plans to implement the population census, while the Ministry of Oil has found a solution to the waste of natural gas, as well as what the Ministry of Higher Education and Scientific Research has achieved by establishing incubators for students to train and qualify them in line with the requirements of the labor market.”
For his part, Abdul Razzaq Al-Sultani, Director of the Integrity Monitoring Organization, told Al-Sabah that the government should rationalize and evaluate governmental roles with complete objectivity, “by seeking the help of entities that are not affiliated with any political party or group, to be the arbiter in building a state of institutions and not a state of parties, and to proceed on the right path, as the Iraqi public is tired of false promises.”
He explained that “the impossible has become implemented on the ground by some ministries that worked despite limited capabilities, and we were optimistic with the launch of the government program, the fruits of which we reaped through completing the stalled projects that have become a reality as a result of the honest work of some ministries, in addition to the legitimate ambition to serve the country and provide the best service.”
