    [size=45]After the failure to install meters due to the failure of administrative units in the capital to implement them, at a time when the Baghdad Municipalities Directorate is preparing a plan to inventory contractors’ violations of land, the Baghdad Provincial Council has reinstated the monthly pricing system for generators.
    The head of the Oil and Energy Committee in the Council, Safaa Al-Mashhadani, said that the committee, in light of a study it conducted on the file of government and private generators in Baghdad, has reinstated the monthly pricing system for generators due to the failure of the system to install electricity meters on generators.
    He explained that the decision to install meters is federal, and the council has not specified the mechanisms for its implementation, and therefore it requires a precise plan to provide all meters and make the decision to install them at the same time, as it is not permissible to implement it in some areas and follow the pricing system in others.
    Al-Mashhadani pointed out that the council set the price of an ampere for generators for the current month of September at 14,000 dinars for the golden line and 10,000 for the regular line, in response to continuous follow-up throughout the day by administrative units and mukhtars with the support of local security agencies in order to punish those violating the pricing, in addition to issuing judicial orders to arrest them, as well as coordinating with the Ministry of Oil to continue disbursing the monthly fuel quotas (30 liters per KV).
    For his part, the Director of Baghdad Municipalities, Engineer Yasser Al-Quraishi, said that the directorate is preparing a plan in coordination with the Baghdad Municipality to inventory the violations of generator owners and regulate them by imposing rents or finding a mechanism to exploit smaller areas.
    He pointed out that there are several violations represented by installing generators in places belonging to the state, such as lands belonging to schools, hospitals or other facilities, as well as seizing an area larger than the size of the generator, which should range between 50 to 60 meters, but contractors exploit an area that is double that in order to use it for their personal purposes without any fine, collection or rent allowance that benefits the public interest of the state, and therefore this process must be organized in a way that contributes to the optimal use of lands.
    At the beginning of this year, Baghdad Governorate obligated the heads of administrative units to follow up on the work of government and private generators and oblige their owners to connect (meters) and collect at the end of each month, and the necessity of applying pricing according to the meter reading.
    In addition, Baghdad Governorate Council revealed pressures to thwart the installation of "meters" for private generators.
    Nora Al-Jahishi, head of the Electricity Committee in the Council, said, “The process of installing meters in private generators in the capital’s areas was primarily aimed at controlling the prices of these generators and preventing the exploitation of citizens’ suffering with electricity, but there were various pressures to thwart this process.”
    She added, “There are specific areas in the capital, Baghdad, where meters were installed inside generators, but we do not know the reasons for the failure to complete this project despite its importance. Therefore, we will take action to find out the reasons for this, and we will work to host the parties responsible for this. We will also take action to find out the financial cost of this project and why it was neglected and stopped.”
    It is noteworthy that the Baghdad Provincial Council stressed the day before yesterday, Sunday, the need to follow up on the work of private generators in the capital after they exploited citizens without real oversight.
    Council member Abdul Najm Al-Amiri said, “Citizens in the capital, Baghdad, are being exploited by private generator owners. Despite the improvement in electricity supply, the owners of these generators still charge high fees, due to the lack of real oversight and monitoring of their work.”
    Al-Amiri stressed that “the relevant executive authorities, especially the security authorities, are required to tighten oversight measures and not be lenient with those who exploit citizens, as we receive many complaints from different areas in the capital.”[/size]
