    Baghdad/Al-Masala:
    The Iraqi Parliamentary Labor Committee is communicating with the International Labor Organization to harmonize Iraqi national legislation with international standards related to labor rights.
    Through this cooperation, Iraqi laws are being improved to be in line with the standards set by the International Labour Organization, enhancing workers’ rights and protecting them in the work environment.
    Analyses by labour experts indicate that this communication also contributes to strengthening freedom of association and collective bargaining, as the international organisation provides guidance and advice on how to improve workers’ freedom to form unions and defend their rights. In addition, this communication is an opportunity to strengthen social dialogue between government, unions and employers, leading to a more balanced and sustainable working environment.
    ILO support also helps implement international best practices in Iraq, contributing to economic growth and social development.
    The Parliamentary Committee on Labor and Civil Society Organizations, headed by MP Hussein Arab, Vice-Chairman of the Committee, conducted a study visit to the headquarters of the International Labor Organization in Geneva during the period from September 3 to 5, 2024, with the participation of Minister of Labor Ahmed Al-Asadi and a number of committee members.
    MP Arab said that the visit aimed to enhance cooperation between Iraq and the International Labor Organization, and to work on implementing international labor standards related to freedom of association and collective bargaining, which would contribute to developing labor legislation in Iraq and improving the work environment.
    In a speech delivered by MP Hussein Arab, he stressed the importance of focusing on the Freedom of Association Convention and the Protection of the Right to Organize in accordance with International Labor Convention No. 87 of 1948, stressing the need to work on implementing these standards in Iraq in order to enhance the role of trade unions and enable them to play their role in defending workers’ rights. He also pointed out that discussions with the International Labor Organization focused on expanding the scope of freedom of association and developing the structure of trade unions, in addition to discussing the minimum number of members required to establish a union, and the right of unions to set their rules and organize their management and activities without external interference.
    On the second day of the visit, the attendees held a technical discussion session on the proposed Trade Unions Law in Iraq, where the ILO presented its technical observations on this law and discussed with the attendees how to align Iraqi legislation with international standards. The discussions focused on the need to amend some articles to provide greater protection for workers’ rights and ensure greater freedom in establishing and managing unions.
    At the end of the visit, it was agreed to develop a roadmap to amend some paragraphs of the draft Trade Union Law in Iraq, and to hold joint workshops that include the Ministry of Labor and Social Affairs and representatives and heads of trade unions to review these amendments. These workshops aim to enhance the tripartite dialogue between the government, unions and employers to ensure that the legislation is consistent with the needs of all parties and international labor standards.
    This visit is an important step towards updating labor legislation in Iraq and developing the work environment in line with international standards. However, the biggest challenge remains in implementing these amendments and balancing the interests of workers and employers. This requires continued dialogue and cooperation between all stakeholders to ensure that the amendments are applicable and achieve the desired goals.
