    [size=45]Corruption remains the biggest challenge in state institutions, and has the greatest impact on disrupting the country’s progress in all aspects, whether service-related or economic. One of the most talked-about issues during the past period is the interpellation paragraph within the House of Representatives, especially interpellations of prominent figures, as well as heads of bodies.
    The head of the National Approach Bloc, MP Ibtisam Al-Hilali, held the Parliament Presidency responsible for delaying the date of interpellating MPs and officials.
    Al-Hilali said, “The current parliamentary session has not enacted laws in the required manner so far, as the number of laws that have been enacted does not exceed 15 laws, while many important laws that concern Iraqi society were supposed to be settled.” Regarding
    the interpellations, she explained that “signatures were collected for the interpellation in the current session, but the Parliament Presidency did not set a date for it, without stating the reasons, and it seems that the vacancy of the position of the Speaker of the House of Representatives originally played a role in not proceeding with the interpellations.”
    Al-Hilali confirmed that “once a new Parliament Speaker is chosen, there will be many interpellations and legislation, including those related to agriculture, industry, and investment.”
    On August 19, member of the Parliamentary Finance Committee Mustafa Al-Karawi confirmed that a request had been submitted to the Presidency of the Council of Representatives to set a date for questioning the Governor of the Central Bank of Iraq regarding several files, most notably the exchange rate of the dollar against the local currency, but this has not happened yet.
    On August 16, MP from the Ishraqat Kanun parliamentary bloc Mohammed Al-Khafaji revealed that Acting Speaker of Parliament Mohsen Al-Mandalawi had not approved the request to question the Minister of Electricity due to political pressures and agreements.
    In its previous sessions, the Council of Representatives witnessed questioning sessions for ministers and government officials, which were marked by chaos and exchange of words between the official and the questioned MP. Despite the announcement by members of the current Council of Representatives that the parliament is about to launch a campaign of questioning many officials suspected of corruption and squandering public money, these questionings have not taken place.
    It is noteworthy that the last questioning conducted by the Council of Representatives on March 13, targeted the former head of the Iraqi Media Network, Nabil Jassim, and the Council was satisfied with withdrawing his hand from managing the network.
    Since the Federal Supreme Court issued a decision on November 14, 2023 to terminate the membership of Parliament Speaker Mohammed al-Halbousi on charges of “forgery” filed by MP Laith al-Dulaimi, the House of Representatives has been unable to elect a new speaker due to disagreements between Sunni blocs, as the “Progress” bloc led by al-Halbousi insists on the position, while the “Sovereignty” bloc led by Khamis al-Khanjar and other Sunni blocs consider the position a right for the Sunni component as a whole.
    Voting on the Speaker of Parliament requires a quorum of half plus one of the number of seats in Parliament, which the Sunni forces do not have, as the number is 166 MPs, and the Progress Party, which has the majority of Sunni seats, only has about 35 seats.[/size]
