    [size=45]Observers believe that the general amnesty law will not see the light of day during the current session of the Iraqi Parliament, due to political divisions and disagreements over its articles and clauses.[/size]
    [size=45]Despite the ongoing pressure to pass it, expectations indicate that even if it is passed, it will benefit a limited number of convicts, as a result of its strict conditions and broad exceptions.[/size]
    [size=45]These reservations and restrictions increase the likelihood of the law being postponed, raising questions about its impact on the political and judicial arenas in the country.[/size]
    [size=45]Legal advisor Hemin Bajlan said, “The general amnesty law was issued in 2016 under number (27) and was not implemented, and what is currently being discussed in the House of Representatives is an amendment to the previous law that was issued 8 years ago.”[/size]
    [size=45]“The most prominent reason for raising the discussion of amending the general amnesty law in the House of Representatives is the overcrowding of prisons with large numbers of inmates who are called ‘terrorist prisoners’, i.e. those accused of terrorism cases,” he added, noting that “the capacity of Al-Hout prison in Nasiriyah, for example, was 2,500 inmates, then it became 4,000 inmates, and today it holds more than 12,000 inmates, in addition to pressure from Sunni blocs that confirm that the majority of detainees are wronged and convicted or referred to detention under Article 4 of terrorism, and they are Sunni Arabs and victims of secret informant denunciations and malicious accusations.”[/size]
    [size=45]He added, “After the liberation of the Sunni provinces that were under the control of the terrorist organization ISIS, there was a public opinion and discussions under the dome of parliament to work on legislating a new general amnesty law. More than one draft law went to the Council of Ministers, considering that the government program that brought Mohammed Shia al-Sudani to the position of Prime Minister had one of its articles legislating a general amnesty law, and based on this promise, the Sunni blocs and parties voted to appoint al-Sudani.”[/size]
    [size=45]“The Council of Ministers amended the definition of those covered by the previous general amnesty law and sent it to the Iraqi Council of Representatives, but this amendment was rejected by the Sunni blocs in Parliament, as it does not suit the interests of the detainees or applies to a small number of them, and this does not come with what the Sunni blocs agreed upon, and more than one committee was formed and more than one amendment was drafted and more than one draft law was submitted, then they collected several drafts and presented them to the legal department and it was obstructed more than once,” he explained.[/size]
    [size=45]He explained that "the project to read it was halted due to the dismissal of Parliament Speaker Mohammed al-Halbousi, and today the members of the Council finished the second reading of the draft law and the issue of its approval remains."[/size]
    [size=45]For the third time, the Iraqi parliament failed to ratify the draft laws that were placed on its agenda and adjourn its session, after the political parties did not agree to vote on three controversial laws, namely voting on the draft law to return the houses and lands that were confiscated by virtue of the decisions of the dissolved Revolutionary Command Council to their original owners, a decision that the Kurdish and Turkmen components insist on approving.[/size]
