Not understanding the 2 days, can someone help explain, thank you. 2 days from what point?

I agree, has nothing to do with a RV, but has everything to do with Private business in Iraq and Economi growth that is not related to Oil.

It is a long read, but it appears that we are in "Pillar II" of the plan which is from 2014-2030.

No, I think that this posted news article regarding the two days will see a announcement that the banks are going to make it easier to get a soft loan. If you follow the link that I posted, apparently the "World Bank" ranks the countries and apparently right now Iraq sits about 151 of 183 ranked countries and this is partly to do with the fact that the banks in Iraq make it very difficult to get a private sector loan.
