Legal Committee of Parliament stressed that the mandate of key positions in the state law is unconstitutional action. He said theAttorney Mahmoud Hassan , head of the Commission that the Federal Court in the previous session supported this project regulating thework of the executive authority and can not be enacted without taking the opinion of the executive branch itself, and on the basis of it ruled tobe unconstitutional. He said al -Hassan said the constitution stipulates that the president assigns, the largest parliamentary bloc , thecandidate of the formation of thegovernment, and this is absolutely the text unless other text isconstrained to come, the presidency of the Council of Representatives has decided to refer the bill to determine the state of the three presidencies to the meeting of leaders blocs to discuss thepassage in parliament.
