    The United States for the second time on Saturday thwarted a Kuwaiti effort to issue a UN Security Council statement calling for an independent commission of inquiry to consider the circumstances in which the Israeli army killed a number of Palestinians at the eastern Gaza border on the 42nd anniversary of Earth Day last Friday. 
    "The distribution of a new draft statement to the members of the Security Council on what is happening to the Palestinian people in the Gaza Strip is very similar to the draft statement that was distributed last Friday," said Mansour al-Otaibi, Kuwait's permanent representative to the United Nations. 
    Al-Otaibi added that "the draft statement last Friday, approved by 14 member states of the Security Council, but the United States refused to even engage and discuss the content of the statement; 
    The frustrated draft resolution expressed the Council's deep concern at the situation on the Gaza border, the assertion of the right to peaceful protest and the Council's regret for the loss of innocent Palestinian lives and the call for an investigation into the events of the Gaza return. 
    For his part, Palestinian delegate to the United Nations Riyadh Mansour described the United States' position as "irresponsible" because it was the only country that objected to the draft statement. 
    Kuwait was the only Arab member of the Security Council distributed a draft statement calling for the cessation of Israeli targeting of Palestinian demonstrators near the border strip of the Gaza Strip[/ltr]
