    Holding the budget sections managers in eight provinces, on Thursday, meeting in Babil province to discuss the transfer of powers from some of the ministries, and demanded that the Ministry of Finance to apply Article 45 of the provinces that are not associated with the province of the law, as pointed out that many of the ministries are still sticking to the central powers. 
    Said Ahmed Mohsen deputy governor of Babylon , in an interview with (long - Presse), he was "a meeting in Ahmed Sousse Hall resort of Babylon, the aide and adviser to the Governor for Financial Affairs and directors of accounting and budget departments of the provinces, Diwaniyah, Wasit and Muthanna, Baghdad, Karbala, Najaf and Babil , " noting that " the meeting aims to discuss the obstacles facing the provinces regarding the transfer of the ministry allocations to the provinces and the exchange of experiences. " 
    Mohsen pointed out that " the meeting demanded that the Ministry of Finance to comply with the application of Article 45 of the law of the provinces is associated with the province average for the year 2013 as well as the rights of the provinces claim a unified position." 
    For his part, Mehdi Valley, adviser to the governor of Wasit for Financial Affairs, said in an interview with (long - Presse), " The meeting tackled study the subject of the transfer of functions and powers of the eight ministries according to article 45 of the law of provincial councils average", adding that "there are ministries did not the movement of all the powers and is committed to centralized exception of the Ministry of Agriculture. " 
     The provincial law is associated with the province, the rate for the year 2013 included the in accordance withArticle 45 from the transfer of eight ministries powers to the provinces according to the principle of decentralization, such that the transfer of those powers before the 15th of August 2015, but most of the eight ministries is not over yet the completion of those procedures.
