    Congress proposed a coalition of state law, on Tuesday, granting the right to appoint three presidencies 5% of the members of the Federation Council, in addition to lowering the age of candidacy to 30 years instead of 40, while another Deputy Council granted the "right of veto" unconstitutional.

    In the meantime, in response deputies called for the need to define the powers of the Council, which is a complement to the legislative authority, and called for taking into account the special status enjoyed by the Kurdistan region and increase the number of its representatives.

    In turn, demanded that the Iraqi List, granting a percentage of the Federation Council to "distinctive personalities" in Iraqi society.

    The session saw the House of Representatives yesterday asked the second reading of the law of the Federation Council, which is considered one of the most sensitive laws that the House of Representatives is expected approval and revolves around the controversial and widely.

    For its part, MP Maysoon al urged to "work for the allocation of a percentage of the members of the Federation Council of distinctive figures in Iraqi society in various fields."

    He called Saman Fawzi to "taking into account the status of the territory and the need to deal with in particular by allocating more seats."

    Turn MP Sabah al-Saadi said "the basic problem in the Federation Council concerning with his powers which accounted for mixing with the powers of the others."

    The MP Kanna has stressed that "the House of Representatives the right to give up some of his powers to the Federation Council, calling for the protection of human social components of Iraq."

    For his part, MP Abbas al-Bayati, to "give the three presidencies right to nominate 5% of the members of the Federation Council to represent the components of social justice and vote on them in the House of Representatives," but the MP Khalid al-Asadi said that "discrimination members of the Federation Council by giving them the right of veto is not consistent with the Constitution."
