The statement that " the draft unions and professional associations provided by the Ministry of Labor and Social Affairs and the Law of the Council of Ministers, completely contrary to a large number of Iraqi laws and international labor standards for the rights and freedoms of association, including the International Labor No. 87 Convention of 1948 concerning trade union rights and freedoms that have been read once several months ago , before the committee of civil society institutions requesting the postponement of the second reading and vote on them to notice another is not known to remain locked in the drawers offices of the Committee is already concerned by the Convention and the fact that this law from the jurisdiction of the working Committee of The parliamentary and trade unions and their unions are not subject to the law of civil society organizations and that trade union freedoms is one of the four fundamental pillars of international standards and work for the ILO. "
The conference pointed to the existence of a violation of the permanent constitution of the Republic of Iraq in the draft mentioned above and that the Iraqi unions indicated in its letter to the Ministry of Labor and Social Affairs in December 2016 but unfortunately the ministry ignored it and went on legislation of the law with the cabinet without paying attention to how much the notes that infringed on 28 substantive note about the draft , consisting of 23 articles and this shows the size of extensive irregularities contained in the draft. "
The unions called for the Iraqi trade unions all workers from different professions and sectors of production all the national and international public opinion to the complete rejection of Tel As the draft for the reasons listed above and set forth in the letter of union conference was officially submitted to the Ministry of Labor and Social Affairs on 24 December 2016.
The board statement that "the unions and trade unions the right to use all legal means to defend the rights and freedoms of trade union workers and employees in all sectors of employment, and those measures what is within the constitutional frameworks at the national level or what is at the international level by raising the urgent complaint to the international Labor Organization about the continuing violation of trade union rights and freedoms in Iraq since 2003 until now and the government 's commitment to the foundations of social dialogue and partnership only Social and try to find legislation to confiscate the rights and freedoms of association and to impose control over those organizations and to influence its establishment and operation. "
The statement pointed to "generally any attempts to stand seek to consecrate the prevention of trade union organization in any sector through the issuance of so miserable legislation", calling for "civil society and trade union organizations regional, Arab and international solidarity with the Iraqi trade unions in the ongoing struggle for the consolidation of rights and trade union freedoms in Iraq and to prevent any form of interference in their affairs and circumvent the rights guaranteed by the new labor law and the agreements of Arab and international action for the rights and freedoms of association.
