    The Dhi Qar Federal Court of Appeal warned of the high rates of crime in Dhi Qar, and attributed the reasons for the increase to the spread of unemployment and the proliferation of arms and drugs and the lack of legal awareness, called for teaching the law in schools and activating the role of educational institutions in the dissemination of legal awareness.

    "Other crimes have also emerged from the misuse of social networking sites, with 751 complaints relating to the misuse of the Internet and mobile systems," he said. 
    "Economic factors, social environment, customs, tribal traditions and arms proliferation are behind the high crime rates, especially in rural areas," Hussein said.

    The head of the Court of Appeal of Dhi Qar Federal said that "offenses of irregularities have seen a significant increase in recent years, especially traffic violations, which are constantly rising due to the chaos of the proliferation of motorcycles and poor regulation of external roads and not follow the drivers of vehicles in the use of the road and control the speed of vehicles, As well as delay in granting licenses to the market for citizens by the Directorate of Traffic.
    "Child-driven cars and the proliferation of motorcycles have led to an increase in criminal offense cases to 70 percent," he said. 
    He explained that "the lack of regulation of traffic on the roads and high speed has become the death of many citizens," noting that "the reluctance of government agencies concerned in taking its right role was one of the factors of high traffic violations." 
    He stressed the importance of reducing traffic violations by regulating traffic, rehabilitating roads, enforcing laws and spreading awareness among vehicle owners about the risks of speed and violation of laws. 
    "The economic factor is an effective factor in the rise in crime. The spread of unemployment may lead many young people to commit crimes in order to obtain the money to meet their wishes and life requirements. This requires job opportunities for the unemployed and graduates," the head of the Dhi Qar appeals court said.
    He stressed "the importance of activating the role of the family, society and educational institutions in the field of compliance with laws and reduce crime." 
    He pointed out that "the violation of the law has become in some people like a football match treated the party who violates the law as a victor and this requires to show citizens that the equation of violation of the law is a lost equation." 
    The head of the Dhi Qar appeals court called for "border controls to curb the smuggling of drugs and weapons." 
    He stressed "the importance of controlling the work of the Internet and mobile systems and raising legal awareness about the risks of misuse." 
    Hussein explained that "the first role in the dissemination of legal awareness falls on the educational institutions and religious organizations and civil society to take their role in this area." 
    Hussein suggested teaching law in schools to promote legal culture.
    He called on the president of the Court of Appeal Dhi Qar to promote family harmony and respect the marital relationship between husband and wife and reduce the manifestations of divorce, which adversely affect the education of children and therefore lead to the commission of the crime, "confirming the registration of 2917 divorce cases during 2016." 
    Noting that "the recent high divorce rates have caused the displacement of more children." 
    The president of the Court of Appeal Dhi Qar called for "the need to review some laws commensurate with the development of crime in society, especially with regard to Internet crimes, drugs, weapons and problems in marital relations." 
    Noting that "Iraqi law began in 1969 and that the social problems that prevailed at that time are not the problems that are happening now," pointing to the emergence of types of crimes were not known before.
