    The Ministry of Agriculture in the province of Basra has accused the local governments of the central and southern governorates of preventing the delivery of water from the Tigris and Euphrates rivers to the province of Basra and irrigating its marshes. The Committee on Agriculture and the Marshlands said there is a regional plan from neighboring countries to destroy the marshes through water cutting policies.

    Al-Aqabi pointed out that "the Ministry of Water Resources has developed projects to desalinate the waters of Basra, but it has not been so far."
    For his part, said member of the Committee on Agriculture Mohammed al-Chihod "range", that "there is a regional plan of a neighboring country of Iraq seeks to harm the agricultural sector in the country in terms of cutting water on agricultural land and pressure on Iraq to continue imports of vegetables from abroad." 
    He said that "a plan to cut the water outlets of the Tigris and Euphrates rivers from the northern and western borders of Iraq," pointing out that "Iraq is unable to continue agriculture because of the provision of adequate levels." 
    He continued that "neighboring countries are working to prevent Iraq to continue to grow vegetables," adding that "in the event of Iraq began to agriculture does not hurt the economic interests of those regional countries."

    The administration of the district of Chabaish, the main center of the Iraqi Marshlands Warned recently of the dangers of drought and water scarcity on the marshes, while accusing the central provinces of exceeding the water quotas of the southern provinces and marshes, called the House of Representatives to enact legislation to protect the marshes and maintain water levels and revive life.
    On November 8, 2017, the local government in Dhi Qar province threatened to sue the Ministry of Water Resources and Wasit Governorate against the backdrop of the water shortage crisis and over water quotas.
