    [ltr]The General Secretariat of the Iraqi Council of Ministers issued a clarification on the Law on the Establishment of Aliens No. 76 of 2017, warning anyone who tries to abuse and mix papers.[/ltr]
    [ltr]"We would like to clarify what some media outlets have discussed about the Foreign Residents' Residence Act No. 76 of 2017 and its relationship to the rights of Palestinian refugee guests in Iraq," the secretariat said in a statement read by Mawazine News.[/ltr]
    [ltr]The Secretariat explained that the law was intended to regulate the residence of foreigners and did not address the question of asylum as soon as possible, since it was dealt with under Refugee Law No. 51 of 1971. The Council of Ministers recently approved a new refugee law in which the rights of Palestinian refugees were respected, Their rights shall be regulated in a manner not inconsistent with the provisions of the law.[/ltr]
    [ltr]The Cabinet Secretariat confirmed in its statement that "the law, which was previously proposed by the Council in its resolution No. 98 in 2009, was withdrawn from the Council in 2015, to review what came in it and in line with the directions of the government, and that the House of Representatives is the one who legislated recently.[/ltr]
    [ltr]It referred to the "annulment of the dissolved Revolutionary Command Council Decree No. 202 of 2001, which treated Palestinians as citizens of Iraq in terms of rights and duties, except for their right to citizenship. Law No. 76 is in no way prejudicial to the rights of Palestinians residing in Iraq. Organized by resolutions and regulations still in force. "[/ltr]
