Jaafari to Saudi newspaper: Iraq is not democratic 100%
Baghdad / Range
Foreign Minister Ibrahim al-Jaafari said yesterday that Iraq will go to give more powers to the provinces in honor of the principle of decentralization, while describing the political quota as "cancer."
In an interview with the Saudi daily Okaz, Jaafari criticized the "quota principle in the current political system" and called it "cancer."
"We have pushed more and more towards unity, word gathering, a system based on democracy on the one hand, and federalism on the other. Today we do not claim that the regime in Iraq is 100 percent democratic, not even federal, but we exercised federalism," he said.
Jaafari said that "the system of government will tend towards granting more powers to the provinces in order to enshrine the principle of decentralization." He pointed out that "
"There is no doubt that the issue of partition has been a major obstacle to the Iraqi issue. This issue has raised the concerns of the Iraqis. It also raised the concerns of neighboring countries with Kurdish components (Turkey, Syria and Iran). Country to country, and we do not say that we have completely completed the concerns of partition, but the issue is now reassuring to a large extent. "
The foreign minister said that "the solution lies in the implementation of the current Iraqi constitution, and create a balanced relationship between the federal government and local governments in the provinces and the Kurdistan Regional Government, and real participation in the government."
"The military situation in Iraq is not a militia," Jaafari said. "There is a difference between the concept of militias and the concept of resistance.
He added that the president of the National Alliance in his speech to the Saudi newspaper "to the near and very near yesterday, some remnants still standing on the chest of some cities, and all the countries of the world when you go through exceptional security conditions constitute additional armies of support, and you can call whatever you want, and Iraq is not a heresy of people , The provinces almost all fall, a province behind the province, what do we do? ".
Al-Jaafari pointed out that "the control of Anbar province and the province of Salah al-Din and the province of Mosul, and nearly all cities fall, and accordingly called for the need to defend the concept of jihad, the Kafi and volunteered all of them and worked under the banner of the Iraqi armed forces, and achieved a great victory."
"These people did not come from outside the border, but from Iraq, and at the same time sacrificed and treated very well," he said.
Jaafari stressed that "the official Iraqi army, the Peshmerga, the popular crowd, and the clan crowd are entities and not militias, and today is prescribed in the Constitution, in the sense that they are military entities that remain under the Iraqi constitution and the Iraqi parliament and is led by the commander-in-chief of the armed forces.
He stressed that "the movement of any military force inside Iraq is under the command of the Prime Minister as the commander-in-chief of the armed forces."
"The Iraqi law will be applied to the popular mobilization fighters and if they have the rights they exercise, and if they do not, they will not exercise it. The election is a right for the Iraqi armed forces and they are part of it. If they abstain from practicing, no one will force them. It is forbidden for members of the armed forces to enter the elections. "
