The Federal Integrity Commission confirmed, on Wednesday, that it had monitored violations that accompanied the implementation of the Martyrs' Tunnel and Bridge project in Kirkuk, noting that the referral of the project in its three stages came in violation of the instructions for implementing government contracts.
The Media and Government Communications Office of the Commission stated in a statement - received by Mawazine News - that "the Kirkuk Investigation Office revealed violations in referring a project from the Government Contracts Department in the governorate to the implementing companies in three stages, the first of which was the construction of the Martyrs' Intersection Tunnel at a cost of (9384465000) nine billion dinars, and the second was the completion of the Martyrs' Intersection Bridge and Tunnel - Celebration Square with the works of the approaches at a cost of (4368592000) four billion dinars," noting that "the third stage of the project was to rehabilitate and pave the street from the Exhibition Bridge to the Celebration Square, with the organization of the bridge intersections with a length of (2) km at a cost of (2182561000) two billion dinars."
The Media Office continued, "The audit report issued by the External Audit Division in the Kirkuk office included noting violations represented by referring the first and third phases of the project through direct lawsuits to the companies implementing the project, contrary to the instructions for implementing government contracts."
The office warned of, "the existence of three change orders in the project to establish the Martyrs' Intersection Tunnel; which confirms the failure to comply with the instructions for implementing government contracts No. (2 of 2014), which stipulated that the conditions, specifications, quantity schedules, maps, etc., should be accurate; to avoid making changes or additions during implementation, in addition to the fact that implementing the project in three phases led to an overlap in the work paragraphs and the project was stopped for a period of (168) days; which caused harm to the public interest."
The statement explained that "the working team delegated a specialized technical committee from the Kirkuk Roads and Bridges Directorate, which was tasked with on-site inspection of the project and stating the extent of its implementation according to the technical specifications. The committee's report indicated several observations, including: treating some stations with concrete pouring, and the occurrence of concavity at the end of the bridge and the beginning of the path coming from Al-Wasiti neighborhood, down to Al-Quds Street, which requires paving and settlement on both sides."
It pointed out that "a formal report was organized, to be presented with the reports of the External Audit Division and the delegated technical committee, before the judge of the Kirkuk Investigation Court specialized in examining integrity cases, to complete the legal procedures and identify the negligent."
