After Noon News Agency published a series of press reports on the educational situation in the holy Karbala Governorate during its meeting with one of the officials of the Education Directorate and a statement of the most important obstacles to the school season, the severe shortage in the number of schools, and the Ministry of Finance’s failure to disburse maintenance allocations for two hundred schools, the Karbala Governorate Council, in its twenty-ninth session held the day before yesterday, Tuesday, paid special attention to the educational file in the holy Karbala Governorate and what schools need in terms of maintenance, support, or activation of stalled projects that provide new buildings.
The Deputy Chairman of the Karbala Provincial Council, Mahfouz Al-Tamimi, confirmed in his statement to Noon News Agency the day before yesterday, Tuesday, that “the council approved during session (29) the formation of committees to follow up on the educational situation with the start of the new school year and the appointment of a new person to the position of Director of Education, and to follow up on the transfer and registration of students, the schools’ needs for maintenance, the provision of water and electricity, and the treatment of some stalled projects in schools at the local level. There are stalled projects at the level of the Ministry of Education in Contract No. (1) that was referred to ministerial companies for implementation, and this does not mean that we do not follow up on them, but the council’s influence will be greater in local projects and in regional development projects.”

The first crisis is the construction of new schools and the insufficiency of school buildings allocated to the governorate's schools compared to the actual need and population density. The second is the failure to disburse the allocated amounts for school maintenance operations in the capital, Baghdad, and all governorates. He pointed out that the holy Karbala Governorate has about (560) school buildings, (200) of which need maintenance at varying rates. The failure to disburse the amounts has caused the suspension of restoration and maintenance operations for (75) schools in the holy Karbala Governorate this year." He revealed "its actual need for about (400) new school buildings to contain the crisis of double and triple shifts and caravan schools," stressing that "Karbala has been suffering from a sustained injustice for (21) years by relying on all financial allocations in the federal budgets on the previous population number without taking into account the large migration whose numbers exceeded the population of Karbala, noting that it received about (12) thousand students in previous years from outside the governorate, indicating that “the gardening areas that were orchards and were sold to investors who broke them up and sold them in small areas and built entire residential neighborhoods on them, all the education directorates are unable to build schools in them because they do not have the money to buy the expensive lands, and they do not have any powers to dispose of those areas, noting new directives issued by the Prime Minister that may contribute to solving this problem by allocating funds to buy lands in them.”
He revealed the secrets of what happened in the government contract called No. "1" by saying that "the companies of the Ministry of Industry and Minerals received a group of empty lands and yards from the education directorates in various governorates, and schools that were about to collapse or were dilapidated for the purpose of building primary, intermediate and secondary schools", while the reality indicates that "those companies left the empty lands and yards without construction and their work was limited to demolishing old schools and constructing foundations or structures only on some of the lands of the demolished schools despite receiving (60) percent of the original amounts of the school construction contracts."
