    The decision of the Finance Committee of Parliament Ahmad Hama Rashid, the government responsible for delaying the adoption of the general budget for 2018, stressing that the government delayed sending the budget to the House of Representatives, which was scheduled to send on 10 / October, but was sent on 30 November 2017 and thus delayed approval generally".
     
    Rashid said in a press statement, "Trending Press" on Thursday, "The sending of the general budget to the House of Representatives delayed more than a month as a result of the delay of the Council of Ministers to resolve its talks with the International Monetary Fund on the reduction of public expenditure and therefore was sent without the recent amendments by the Council Stressing that delaying the general budget will lead to the suspension of work in most departments and ministries service, which depends on the work of projects on budget expenditures and approval.
     
    "When the House of Representatives passed its extraordinary session, the full quorum for the first reading will not happen, prompting the Presidency to send the draft to the Finance Committee directly. This constitutes a legal violation because it must read the budget first reading and then send it to the relevant committees. And then return the budget to the government by the Presidency is also a legal offense because it can not be returned only at the request of the government or rejected by the majority of members of the House of Representatives.
     
    The House of Representatives ended its consultative session, held during his legislative holiday, early this month to discuss the federal budget 2018, while the Presidency decided to refer the draft budget to the Finance Committee of the Parliament to prepare a final version and presented in another extraordinary session.
