US President Donald Trump has urged Turkey to limit its military operation in northern Syria and warned it would not involve US troops in a conflict with its Turkish counterpart, but analysts said it had little effect in stopping the offensive by its NATO partner.
The Turkish air and ground operation in the Syrian region of Afrin, which entered its fifth day, is aimed at fighters of the People's Protection Units, which Ankara considers allies of Kurdish separatist guerrillas fighting in southeast Turkey for decades.
Turkish President Recep Tayyip Erdogan said he would expand the operation to include Manbaj, a Kurdish-controlled town 100 kilometers east of Afrin, in a move that could jeopardize US forces there and threaten US plans to restore stability to a large area of Syria.
Speaking to Erdogan, Trump became the latest US official to try to rein in the attack and signaled the risk of a conflict between the two allied forces.
"Turkey is urged not to escalate and limit its military actions, avoid civilian casualties and increase displaced persons and refugees," the White House said in a statement.
"He urged Turkey to exercise caution and avoid any actions that may threaten a conflict between Turkish and US forces."
The United States has about 2,000 troops in Syria.
The Turkish president's office said in a statement that Erdogan told his US counterpart that Washington should stop supplying units to protect the Syrian Kurdish people with weapons.
The operation opened a new front in the seven-year-old Syrian civil war, as well as complicating American efforts in Syria.
The United States hopes to use the control of the Kurdish people's protection units in the region to give it the diplomatic leverage it needs to revive UN-led talks in Geneva on an agreement that would end the Syrian civil war and eventually lead to the overthrow of President Bashar al-Assad.
* Different interests
Although they are members of the North Atlantic Treaty Organization, the United States and Turkey have different interests in Syria, with Washington focusing on defeating the Islamic state organization and Ankara's keenness to prevent Syria's Kurds from gaining self-rule, which strengthens Kurdish rebels on its soil.
Analysts say the United States in the long run has little pressure on Turkey given the US military's strong reliance on a Turkish base to carry out air strikes in Syria against the Islamic state.
Gunul Toll, director of the Center for Turkish Studies at the Middle East Institute in Washington, said that what limits US influence more is that Washington does not have reliable military partners in non-Kurdish Syria.
"The United States needs Turkey not to spoil things ... Until now, Washington has carefully balanced working with Kurdish militias and preventing a complete collapse of relations with Ankara."
A US official speaking on condition of anonymity said Trump attached importance to his relationship with Erdogan, but acknowledged that the United States had limited influence and that the administration would probably not send more troops or clandestine elements to Syria, even if Turkey advanced from Afrin to Manbaj.
"The United States actually said, 'You can do this because it is outside my area, but please make it limited,' said Bulent Alireza, director of the Turkey project at the Washington-based Center for Strategic and International Studies." So she did not feel the need to go beyond the language she was using. "
Erdogan has been interested in strengthening ties with Russia and Iran in recent years, partly because he is disappointed with Washington's support for Kurdish people's protection units in fighting against the Islamic state.
Ankara is an extension of the outlawed Kurdistan Workers Party (PKK) in Turkey, which the United States, the European Union and Turkey classify as a terrorist organization.
In a clear sign of rapprochement, Ankara is buying the S-400 missile defense system from Russia, raising concerns among NATO officials already concerned about Moscow's military presence in the Middle East. The S-400 is not compatible with NATO missile defense systems.
However, analysts say the moves are largely tactical and Turkey will eventually turn to US concerns about its military operation, especially as Ankara needs the EU to trade and NATO partners for its security.
"I think he (Erdogan) behind the closed doors does not really want a complete collapse in Turkey's relations with the West," Tul said.
Max Hoffman, who works for the Center for American Progress, said the United States still had a significant impact and could consider imposing sanctions on Turkey in the future if Turkish troops ignored warnings about Manbaj.
