    The United States, France, Britain, Saudi Arabia and Jordan presented a UN document on the revival of the political process in Geneva, containing a plan of action to be used as a basis for resolving the Syrian crisis.
    The document outlines the vision of these countries for the general principles of a new Syrian constitution, and gives a central role to the United Nations in monitoring and managing the electoral process, the most important of which is a broad decentralized situation with great powers and emptying the presidency of most of its powers.
    The five countries called on UN Special Envoy Stephane de Mistura to focus the settlement efforts on the content of the constitution, the practical means of elections and the creation of an environment that ensures elections for Syrians at home and abroad without fear of reprisals.
    The principles of the Prime Minister, the form of Parliament, the independence of the judiciary, the decentralization of power, the guarantee of the rights and freedoms of all Syrians, the reform of the security sector, as well as amendments to the electoral law.
