(Baghdad: Al-Furat News) Deputy Prime Minister for Economic Affairs and Minister of Finance Fouad Hussein that the Constitution gave the right to allocate powers to the provinces, and adherence to the Constitution means the trend towards decentralization.
"Hussein participated on Thursday in the coordination meeting of the program of improving performance and good governance (integration), which was attended by Tuhran Mufti, head of the Secretariat of the High Commission for Coordination between the provinces and Dr. Maher Hammad Undersecretary of the Ministry Planning and Finance Agency and the governors of Nineveh, Babylon, Kut, Baghdad, Karbala and heads of financial departments in the provinces.
He added that "during the meeting was reviewed by the completion of practical steps by the provinces and ministries concerned with the transfer of federal government authorities to the provinces."
The statement added that "this meeting in the context of the work of an integrated project with the Ministry of Finance and the Coordinating Authority and the provinces in order to agree on the mechanism of opening the bank account for local revenues, according to Article 44 of the Law of the provinces No. 21 of 2008, and supplement the work plan to train provincial councils on how to legislate and collect revenues Local and training cadres of the provinces in the work of the budget estimates in this regard. "
The Deputy Prime Minister pointed out that "the distribution of powers and authority between the Center and the parties is a balance of solidarity in which responsibilities and duties are distributed, and the power of the state to give responsibility to others to be part of the decision, which is the real partnership in governance."
Hussein said that "the Constitution gave the right to the distribution of powers and adherence to the Constitution means the trend towards decentralization, taking into account the balance in the distribution of wealth and responsibilities as it will strengthen the government and economy and freedoms."
