BAGHDAD: The Council of Ministers held its regular session, on Tuesday, chaired by Prime Minister Adel Abdul Mahdi.

Approve the draft law of accession of the Republic of Iraq to the Protocol of 2005 amending the Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation of 1988, which entered into force on 28/7/2010 and referred it to the Council of Representatives, and the decision to confirm the reservation of the Republic of Iraq that the signature, ratification or accession In no case shall the agreement referred to mean recognition of Israel or entry into any relationship with it on the basis of the provisions of Article (21) / item (2) of the Law of Concluding Treaties No. 35 of 2015.
The Cabinet approved authorizing the Minister of Transport to negotiate and sign the draft maritime transport agreement between the Government of Iraq and the Government of the State of Qatar as amended by the Council of State, and the Ministry of Foreign Affairs to prepare the necessary authorization document on behalf of the Government of the Republic of Iraq for the Minister of Transport in accordance with the approved contexts.
The Council also approved the exemption of the representations of Iraq abroad specified by the Minister of Foreign Affairs because of the lack of sufficient staff, from the provisions of Article 3 / General Provisions / 1 / b / III) of the instructions to implement the federal budget on the composition of the Committee on the moderation of prices and for 2019 only In addition
to approving the recommendation to the House of Representatives on speeding up the legislation of Iraq's accession to the Convention on the Recognition and Enforcement of Foreign Arbitral Awards (New York, 1958).

The Cabinet decided to approve the memorandum of the Legal Department / Secretariat of the Council of Ministers on the amendment of investment licenses.
The Council of Ministers authorized the Minister of Finance not to disburse the amounts specified in previous Cabinet decisions to allocate the emergency reserve for the purpose of securing the required amount for the National Intelligence Service.
The Council of Ministers also approved a draft law to ratify an agreement to avoid double taxation with respect to taxes on income and prevent tax evasion between the Government of the Republic of Iraq and the Government of the Kingdom of the Netherlands, signed in Baghdad on 1/7/2019.
