The Ministry of Water Resources intends to sign a joint protocol with Turkey to guarantee Iraq's monthly share of the Tigris River, while conducting new negotiations with Iran.
Last Sunday, the activities of the First Baghdad International Water Conference were concluded in the presence of a number of Arab ministers of water resources, United Nations organizations and diplomatic missions.
The Minister of Water Resources, Mahdi Rashid Al-Hamdani, said, "The Turkish special envoy confirmed that there are agreements on the horizon and memoranda of understanding will be in the near future."
He added, "This issue was followed by an Iraqi executive protocol presented by the Iraqi government, noting that" the Iraqi side held about 6 meetings with the Turkish side during this period, and this is what has not happened for years.
For his part, the spokesman for the ministry, Ali Radi, said in an interview with Al-Sabah newspaper, followed by Al-Iqtisad News, that the special envoy of Turkish President Faisaloglu confirmed the approval of the Turkish parliament on the memorandum of understanding agreed upon with Iraq since 2009, and this is an important step, "indicating The memorandum was subject to numerous amendments and observations in 2014 and is awaiting approval by the Turkish parliament. "
Radi also confirmed the existence of a joint protocol between the Iraqi and Turkish sides, which will be signed in the coming days regarding water, which was prepared after the prime minister's recent visit to Ankara, during which he confirmed that the water file is a file of understandings and not a file of differences.
He continued that this protocol was prepared by the Ministry of Water Resources and approved by the Council of Ministers.
In addition, the advisor to the ministry, Aoun Dhiab Abdullah, explained that "the Yali River basin is witnessing a significant decrease in the quantities of rainfall, in addition to the weak revenues received from the Sirwan River coming from Iran, which is the main feeder for the Darbandikhan Dam on the Diyala River, which also affected the Hamrin Dam." ".
He stressed that "Diyala governorate will witness great difficulties during the coming summer season," calling for "the necessity to conduct negotiations with Iran in order to secure the water revenues for the province," noting at the same time that "the quantities of water available in the reservoirs are sufficient to ensure the irrigation of orchards and vegetables, especially as the crops." It will be directly affected by the water shortage, especially the cultivation of the yellow corn crop. "
Abdullah stressed, "the ministry's tireless efforts to address this situation by creating a large backup station on the Tigris River to pump water to the Diyala River in the Khalis region as needed, as well as the use of groundwater in some areas that suffer from a shortage of drinking water, especially Mandali, in addition to remote areas."
