Ministry of Trade explained, on Wednesday, the importance of issuing export licenses as it draws the country's foreign economic policy, while stressing that canceling them is a disruption of legislation and laws in force.
The Director General of the General Company for Iraqi Fairs and Commercial Services, Sarmad Taha Saeed, said in a statement that Mawazine News received a copy of, that “the issuance of a license and exportation came in accordance with the Ministry of Trade Law No. 37 of 2011 Article 3 VII, which states (issuing and organizing import and export licenses for products Of goods and materials entering and leaving the Republic of Iraq) although the company's internal system and published in the Official Gazette and the founding statement of the company refer to the company's activity in issuing export licenses, and there are also laws that mention export licenses such as the Customs Law, the Industrial Development Law, the Agricultural Quarantine Law, the Export Support Fund Law and the Law Trade and there are decisions from the Council of Ministers as well as from the Ministerial Council for the Economy requiring all parties to obtain export licenses.
Saeed added, "The export license includes information and data of great importance in extracting accurate data and statistics on Iraqi exports, in addition to tightening control over the smuggling of some materials that are not permitted to be exported outside Iraq and ensuring that the exported materials are not tampered with. It is also of great importance in drawing foreign policy. When setting plans for the size of Iraqi exportable materials and commodities, the local market is not affected, the prices are not high locally, and the presence of the export license indicates that the exported material has fulfilled all the conditions required for the purpose of taking it out of the country.
The general manager of the company said, "The export department in our company is making a great effort by facilitating and organizing the export process in all its aspects in coordination with the relevant authorities and encouraging exporters to export Iraqi goods and find alternatives to the public treasury resources instead of relying on oil export revenues only."
He pointed out, "The electronic system for issuing export licenses has been activated, which has been linked to more than 20 entities, including border outlets and customs centers in those outlets, as export licenses are issued electronically, and this matter contributed to completely eliminating cases of fraud and also achieved great speed in the completion of The work and the reduction of routine paper circles and the exporter can submit his request while he is anywhere in the world, and this dream and achievement was achieved by our company in implementation of the directives issued by the higher authorities, and our company is the only government agency that has implemented these directives.
And he warned, "canceling the export license because of its negative impact on the overall positives that have been mentioned previously, in addition to that canceling it is a violation and disruption of legislation and laws in force in this regard that came as a result of studies of the reality of the Iraqi economy and for all time stages, since the export license was approved during these time stages."
