    Previous talks between Lebanese and Iraqi government officials have reached support that the Baghdad government will provide to Lebanon by providing 500,000 tons of heavy fuel, which Lebanon will exchange for oil derivatives that operate electricity production stations from international oil companies. The sources indicated, "The price of this quantity of heavy oil will be paid by the Lebanese government to the Iraqi government in the form of deposits in Lebanese pounds to be placed in an account in the name of the Iraqi government at the Bank of Lebanon, which means that these dues will not be transferred to Iraq, but rather will be an Iraqi financial deposit in Lebanese pounds.     On the other hand, the agreements to be signed with the Iraqi side include opening Iraqi markets to Lebanese agricultural and industrial products, in addition to Lebanon providing advice to the Iraqi government, in addition to services related to the health sector.
    The sources said that the proceeds from that trade, exports and services "will be in US dollars, and will contribute to opening horizons of work and cooperation for Lebanese markets, products and energies, thus providing essential support to Lebanese productive sectors."
    The prospective agreements are part of an Iraqi support package for Lebanon, which began last summer following a visit by an Iraqi delegation that discussed with Lebanese government officials issues of bilateral cooperation in the sectors of agriculture, industry, energy and technology, in addition to cooperation in the health sector, which takes shape during the visit of Minister of Health Hassan Al-Tamimi. To Beirut yesterday, according to what the sources said, indicating that the Iraqi minister will sign bilateral agreements and bring medical aid with him to Beirut.
    The "heavy oil" agreement will be concluded in return for Lebanon's provision of medical services, which include cooperation with medical and academic personnel.
    Lebanon is betting on the prospects of cooperation with Iraq that have begun to open, and are waiting to be concluded soon, with the aim of providing part of its needs and securing a market for its products, which will yield financial returns on Lebanon's sectors. Lebanon aspires to expand these agreements in more than one direction. These include increasing the agreed upon quantity of heavy oil, leading to research on the possibility of restarting the oil refinery in Beddawi in northern Lebanon, which Iraqi oil supplies used to reach in the past decades, and looking at opportunities to restore and secure transportation lines from Iraq to northern Lebanon through Syrian territory.
    During the visit of the Iraqi ministerial delegation to Lebanon last July, the Lebanese side discussed with the Iraqi side the possibility of lifting customs tariffs on Lebanese goods as part of Lebanon’s assistance, and that Lebanese goods should not be linked to the Iraqi "facilitation agreement", according to what ministerial sources said. A Lebanese woman kept up with previous visits, pointing out that the research included the possibility that the Iraqi government exempt Lebanese agricultural exports and foodstuffs from customs duties. 
    The Iraqi authorities said that this requires a law in the Iraqi parliament to pass it based on a proposal from the Iraqi government, and that the tariff will be an encouraging one for Lebanese goods and exports. The Lebanese sources said that the consultations for the trade exchange plan also included discussing the possibility of Iraq providing Lebanon with oil products that Lebanese citizens consume under a one-year loan, noting that the upcoming visit of the Lebanese delegation will follow these proposals and others to launch the wheel of cooperation.
