    [size=45]More than 10 articles in the Federal Budget Law for 2021, which the government will challenge before the Federal Court. This comes after the budget is returned by the executive authority to the Presidency of the Republic to correct and correct the mistakes of the House of Representatives, which inserted incorrect numbers (typographical errors) into it.[/size]
    [size=45]Mazhar Muhammad Salih, the financial advisor to the Prime Minister, said in a statement to (Al-Mada) that “the government will appeal the federal budget law for 2021 before the Federal Court,” indicating that “the House of Representatives has put in place amendments to the budget that put a constraint and a burden on the executive authority, including increasing expenditures and increasing Impotence ”.[/size]
    [size=45]In the cabinet session that was held the day before yesterday, Tuesday, there were extensive discussions regarding appeals to the public budget, as the Prime Minister authorized the authority to appeal before the Federal Supreme Court on a number of articles of the Federal Budget Law for the fiscal year 2021.[/size]
    [size=45]Saleh considers that "the additions made by the House of Representatives to the Federal Budget Law are an interference between the work of the authorities," indicating that "the government has the right to appeal these amendments and additions that the Council has introduced before the Federal Court."[/size]
    [size=45]The constitution limits the House of Representatives in Article (62) when it determines its powers and did not make it absolute, as it granted it the procedure of transferring between chapters of the budget chapters and reducing the total of its sums, and it may suggest to the Council of Ministers to increase the total expenditures when necessary.[/size]
    [size=45]The constitution also gives the government the legal basis to appeal before the Federal Court to cancel and annul the provisions that Parliament added to the Budget Law in accordance with the provisions of Article (13) of the Constitution, as they are unconstitutional.[/size]
    [size=45]The government advisor continues, "The constitution defines the powers of the House of Representatives by adding the paragraphs to the budget law and does not amend, but in the event that there are amendments, they will be in consultation with the government, and on the contrary, the executive authority has the right to file an appeal before the Federal Court on these changes and amendments."[/size]
    [size=45]Cabinet spokesman Hassan Nazim said, in a joint press conference with Minister of Finance Ali Allawi and Planning, Khaled Najm, Tuesday, that "some budget articles have been changed in a way that is not in the interest of the government's procedures," indicating that "we will ask the Presidency of the Republic to reconsider some budget corrections." .[/size]
    [size=45]For his part, Minister of Planning, Khaled Najm, said that "the government will challenge an article requiring ministries to transfer some formations and include them to the Federal Service Council, while the appeal will also affect the article related to regional development projects."[/size]

    [size=45]The Ministry of Finance said that the "errors" between the two versions included the amount of public revenue in Table A of the budget, with a difference of more than seven trillion dinars (about $ 4.5 billion), and more than three trillion dinars in the amount of public expenditures, differences in the operating budget and differences In the financial allocations for a number of institutions and spending destinations.[/size]
    [size=45]The ministry said in a statement that it would address the Presidency of the Republic of Iraq to correct the error in publishing according to an article in the Iraqi publishing law that gives the party that committed “typographical errors” space to correct it by issuing a corrective statement that is also published in the Official Gazette. The government consultant states that "these appeals and mistakes did not delay the implementation of the budget law."[/size]
    [size=45]For his part, economist and academic Jawad Kazem al-Bakri believes in a statement to (Al-Mada) that "the government was right to present its appeal before the Federal Court on some of the amendments and additions made by the House of Representatives to the budget law."[/size]
    [size=45]Al-Bakri believes that "the increase in the selling price of the dollar has significant repercussions on the inflation rates in a tangible way, which is estimated between 20 to 25%," believing that "the government will contest the items that include withholding and tax on the salaries of employees and retirees.[/size]
    [size=45]He confirms that "the budget law has not stopped because of an appeal submitted by the government and even errors that will be corrected by the Presidency of the Republic," stressing that "the contested articles will be suspended until the court decides."[/size]
