Baghdad / Muhammad Sabah
At a time when observers uncovered behind-the-scenes discussions between leaders of political blocs to postpone early parliamentary elections to the year 2022, various parliamentary blocs and independent personalities began heading to the Federal Court and lodged appeals against paragraphs in the Parliamentary Elections Law.
On the other hand, Christian and Sunni parties expressed their objection and reservation to the cancellation of voting abroad, and considered it a clear and clear violation of the constitution and articles of the election law, which obligated the Commission to organize voting for Iraqis abroad.
Yonadam Kanna, head of the Rafidain parliamentary bloc, stated in a statement to (Al-Mada) that "there are multiple parliamentary blocs that have taken a stand by submitting an appeal against the decision to cancel elections abroad." “.
Earlier, the Electoral Commission decided to cancel the participation of voters abroad in the scheduled ballot after months, and to limit it to the interior only, pointing out that the reasons that prompted it to take this decision relate to technical, logistical and material aspects.
Kanna pointed out that "the appeals will be comprehensive against the elections abroad and the entire parliamentary election law that distinguishes between Iraqis in the diaspora and Iraqis inside."
The head of the Rafidain Parliamentary Bloc points out that "the blocs that objected to canceling the voting abroad have continued during the last period with the Electoral Commission in order to amend its decision, but it has not succeeded after the commission was unable to secure elections abroad with the bio-metric card."
Last year, the House of Representatives completed voting on electoral districts in the new legislative elections law, which divides the provinces into 83 multiple electoral districts in which the candidacy is individual, in response to the demands of the popular movement.
The Christian representative adds that "there are other parliamentary blocs challenging the division of districts into 83 electoral districts," noting that "the number of appeals has exceeded three until this moment, and may be heading towards an increase in the coming days."
The government postponed holding parliamentary elections until October 10, 2021, after the Commission proposed to postpone the parliamentary elections in order to “complete the technical aspects of registering political parties, distributing electoral cards, and ensuring international monitoring.”
He points out that "the acceptance of any appeal related to the preparations of the Electoral Commission, undoubtedly, will affect the date of holding the parliamentary elections scheduled for next October," expecting that "the coming periods will become clear of many issues related to appeals." On the 27th of last March, (Al-Mada) revealed the intention of different parliamentary blocs to make amendments to more than twenty articles in the Parliamentary Elections Law, among the most prominent of these appeals are the cancellation of multiple departments, the biometric card, foreign balloting, and the lifting of the criminal registration penalty for some personalities. Kanna shows that "the main Shiite blocs stand against these attempts and warn against the idea of amending the law in these times that will impede the chances of completing the law amendment," noting that "the parliamentary blocs are still different on this issue and there is no consensus."
For his part, Miqdad al-Sharifi, the former head of the electoral district in the Electoral Commission, confirms, in an interview with (Al-Mada) that “there are five appeals filed before the Federal Court against the election law by independent personalities, activists and civil society organizations,” adding that “the large parties did not dare to Submit appeals before the Federal Court on the articles of the election law.
Al-Sharifi added that "the election law contains loopholes that require amendment, but everyone is moving towards holding early elections next October." And he continues, "There are demands by political parties that do not announce them (they are being talked about in secret) to postpone the elections due to the security situation, the proliferation of weapons and security chaos.
He points out that "the scene is unclear and everyone is calling for elections, but in a different public speaking, it is different," adding that in Iraq "everything is moving and not fixed, and therefore there are no guarantees that the elections will not be extended."
Al-Sharifi believes that "holding parliamentary elections on their constitutional date (completing a parliamentary session by four years) is a great achievement due to problems and challenges," stressing that "some of the blocs are calling on the prime minister to control the security situation in order to prepare for the parliamentary elections to be held on their constitutional date."
