Iraqi Prime Minister Mustafa Al-Kazemi presented an initiative to activate security coordination and cooperation between the Iraqi security forces and the army, and between the Peshmerga forces in the disputed areas between Baghdad and Erbil, in order to prevent the terrorist organization ISIS from exploiting the security vacuum in those areas, especially in the contact areas between the two parties.
With the two security committees of the Federal Joint Operations Command and the Jeshmerga forces concluding agreements in this regard, but these agreements have not yet been activated on the ground.
In light of the reluctance to implement the urgent security agreement, especially with the expansion of ISIS attacks and movements in those areas, the Iraqi Prime Minister instructed the necessity of the full and urgent implementation of the agreement between the federal government and the Kurdistan Regional Government of Iraq.
The Secretary-General of the Ministry of Peshmerga in the Kurdistan Regional Government of Iraq, Jabbar Yawar, confirmed to the official Iraqi News Agency that “during the previous meetings, an agreement was reached to form joint security coordination centers for the regions of Khanaqin, Kirkuk, Mosul and Makhmur, and that the agreement was made in light of the proposals submitted by Al-Kazimi.
He added, "According to this, an agreement was made between the Supreme Security Coordination Committee of the Ministry of Peshmerga and the Supreme Security Coordination Committee for the Joint Operations Command."
And Yawar added, "These centers have not been formed by the Coordinating Committee of the Joint Operations Command, and the agreement to form a joint force of Peshmerga forces and the Iraqi army forces in the disputed areas has also not been implemented," stressing that "the prime minister directed during a security meeting, The Supreme Security Coordination Committee in the Joint Operations Command, to head to the Kurdistan region of Iraq to activate previous security agreements.
Al-Yawar revealed that a delegation from Baghdad visited the Kurdistan region on the 9th of this month, headed by National Security Adviser Qassem Al-Araji, and during the visit it was agreed to implement the aforementioned security agreements after the end of the Eid Al-Fitr holiday.
According to an Iraqi security expert, the fire of ISIS terrorism now affects both parties, as the terrorist organization does not differentiate between the Iraqi forces and the Peshmerga forces, for they are both enemies for him, which means that the agreement between Baghdad and Erbil has become a top objective need, regardless of the availability of self-desire in this regard. .
And he continues: "The arrogance and leaving these disputed areas, which by the way are large and vital areas, open and uncontrolled by security, amid the disagreement between the federal governments in Baghdad and the regional governments in Erbil around them. It is sufficient to curb the ISIS expansion, otherwise the danger is serious and present. "
The Kurdistan Regional Government of Iraq has always warned that the security vacuum in the strip separating the areas of my control, both the Peshmerga forces and the Iraqi federal forces, which is estimated to be a few kilometers wide and hundreds of kilometers long, from Nineveh Governorate to Kirkuk Governorate to Diyala Governorate, will exploit and fill it. ISIS terrorists.
It is noteworthy that ISIS terrorist attacks, in those areas in particular, have increased their frequency remarkably in the past months, as terrorist attacks are repeated almost daily, which explains, according to security experts, that Baghdad and Erbil hastened each of Baghdad and Erbil to initiate full security and intelligence coordination between them in those Regions.
