The administrative assistant to the governor of Basra and the spokesman for the governor, Moeen al-Hassan, told Shafaq News Agency, "The debts owed by the central government are 16 trillion dinars, cumulative for several years."
He added, "The amount allocated to the governorate for this year is one trillion dinars, and only 350 billion dinars have been spent from it to the governorate to complete the projects."
He continued, "The delay in disbursing the province's dues negatively affects the infrastructure, especially that there are stalled projects that include health and education," calling on the central government to "resolve the debt exchange crisis before the end of this year."
On the other hand, a member of the Finance Committee, Abdul-Hadi Al-Saadawi, criticized the Ministry of Finance regarding the mechanism for disbursing dues to the central and southern governorates, and said that it "is different from other provinces."
Al-Saadawi said in an interview with Shafaq News Agency, that "due to corruption in the Ministry of Finance, some departments take 10 percent in order to rush to pass funds to some provinces, and only 30 to 40 percent are spent on the rest of the provinces by the end of the year."
