A new dispute that may impede the "slow progress" that took place recently in the issue of the merger of the Shiite forces group (the coordination framework) with the Sadrist movement, concerning the name of the next prime minister and the ministries.
So far, no official positions have been issued by the two parties regarding the "concessions" made by the "Coordination Committee", and if the leader of the Sadrist movement, Muqtada al-Sadr, agreed to join the group after isolating prominent leaders.
And the "coordinating body" may have to give up once again on its demands, if it reached a dead end with "Al-Sadr" over the distribution of positions and the candidates for the new prime minister.
And "Iran", whose high-ranking officials visited Iraq a few days ago, is pushing for the largest number of Shiite forces to merge with each other in the next government and not to "single Al-Sadr."
These developments come at a time when the Federal Court postponed consideration of the legality of what happened in the opening of Parliament, which witnessed a legal quarrel and quarrels, to next week.
The winning forces are waiting for the court's decision to proceed with the presidential elections, then assigning the latter the candidate of the largest bloc to form a government.
The name of the next prime minister
Political sources indicate that new differences may erupt between the Sadrist movement, which has the highest seats in Parliament, and the coordination framework.
The Coordination Committee, which includes prominent Shiite forces such as the Al-Fateh Alliance, the State of Law and the State Forces Alliance, is facing difficulties in rapprochement with the movement.
According to the informed sources, who spoke to (Al-Mada), "there is a great difference in views between the two parties regarding the specifications and name of the next prime minister and the distribution of ministries."
According to previous information received by Al-Mada, the "Coordination Committee" had received indications with the initial approval of the leader of the Sadrist movement for the first to join the "majority coalition".
And the sources close to the atmosphere of the negotiations, and who requested that their identity not be published, confirm that: "The coordinating framework proposes naming a settlement prime minister, while al-Sadr is still convinced of Sadr Qah's candidacy."
The leader of the Sadrist movement, months before the elections, put forward the idea of "Al-Sadr Al-Qas" in reference to handing over senior positions, including the prime minister, to the first line of those belonging to the movement.
The sources add: "The coordinating framework supports Haider al-Abadi, the former prime minister, as a strong candidate for the position, in addition to other names such as Muhammad Tawfiq Allawi."
Al-Abadi had suffered a loss in the last elections, as he won only two seats compared to 44 seats in the 2018 poll.
As for Allawi, he failed in 2020 to replace the government of Adel Abdul-Mahdi, which resigned during the October demonstrations.
Nor did the former official in charge of forming the government obtain any seat in the recent elections within his new "Saviors" party.
On the other hand, the sources confirm that al-Sadr supports his cousin and Iraq's ambassador in London Jaafar al-Sadr, and Adel Mahudur, a Sadrist and former minister of municipalities, to fill the position.
Al-Sadr also supports 3 other candidates - whose names have not been revealed to the media so far - but it is believed that they are from the circle close to Al-Sadr, or as they are called, from the "Hanana Team", which is the residence of the leader of the movement.
Also, according to what the sources say, "Al-Sadr still supports, in return, the re-nomination of the current Prime Minister Mustafa Al-Kazemi for a second term."
Preserve some of what's left of state law!
The "Coordination" had agreed, according to some information received from the atmosphere of the negotiations, to remove Nuri al-Maliki, the former prime minister, from the political scene for the next four years.
The Coordinator also agreed not to support or cover up any member of the Dawa Party in the event that he was brought to justice, while Asaib Al-Asaib leader Qais Al-Khazali may join Al-Maliki.
These changes came with the arrival of the commander of the Quds Force in the Iranian Revolutionary Guard, Ismail Qaani, to Baghdad last Monday, and visits to some shrines in Najaf.
On the other hand, Hadi al-Amiri, the leader of the Fatah Alliance, had visited a few hours before Qaani, the leader of the Sadrist movement, before boarding a government military plane to Erbil.
Tehran and the Coordination Committee, according to the sources, are trying to maintain the "political size of the State of Law coalition", despite the decision to expel it, as the latter won 33 seats.
The two sides aspire to have the State of Law coalition in the distribution of positions at least 3 ministries, but these ambitions may collide with Al-Sadr's plan.
Sources close to the negotiations confirm that "Al-Sadr wants the prime ministership and most of the ministries, and the owners may not be allowed to have more than one ministry."
The ceiling of the demands of the State of Law coalition has declined, as it previously requested the position of Vice President of the Republic to the owners, in addition to the position of Deputy Speaker of Parliament, and 6 ministries, including 2 sovereign.
It is assumed that the issue of distributing ministries - in the event that the agreement between al-Sadr and the coordination is completed - is entrusted to a joint committee of the two parties.
The sources indicate that "in all cases, the coordinating framework may make other concessions regarding the name of the prime minister and the number of ministries if al-Sadr refuses."
After the decision to postpone the "Federal"
To that, the Federal Court decided, yesterday, Wednesday, to postpone the decision on the appeal in the first session of the House of Representatives to next Tuesday.
Ghaleb Al-Daami, a researcher in political affairs, told Al-Mada that "what happened today in the session or the postponement of consideration of it will not affect the atmosphere of the negotiations, and the results of what happened in the opening of Parliament."
The court decided to postpone the settlement of the case to January 25, after it wrote the plaintiffs' statements about the appeal in the first parliament session.
Al-Daami adds that "all the political forces have known their limits now, and the lawsuit is just to gain more time."
Last week, the court suspended the parliament's work temporarily, to consider the lawsuit filed by Mahmoud al-Mashhadani, the age head of the parliament, and Basem Khashan.
The first session witnessed the exit of Al-Mashhadani from the parliament hall after claiming that he was beaten, while the head of the alternative age completed the elections for the speaker and his two deputies.
The political researcher believes that "the outcomes of the first session will be repeated again, even if the court decides to cancel it."
He continued, "If the session is repeated, the number of MPs who will vote in favor of Al-Halbousi for the presidency of the parliament, Al-Sadr's candidate for prime minister, and the Democratic Party's candidate for the presidency of the republic will increase."
