It was my intention to speak to the media after taking the oath as President of the Republic, but my preoccupation with many matters prevented that, and then I would address the general public through Al-Sabah newspaper.
As soon as I reached the Palace of Peace, I had to participate in the thirty-first Arab summit in Algeria, where countries are usually represented at the level of presidents, kings and princes, or their representatives. Immediately after that, it was necessary to contribute to the international climate summit that was held with the participation of the United Nations and the Arab Republic of Egypt in the city of Sharm el-Sheikh a few days ago.
I was hoping for the participation of Brother Prime Minister Muhammad Shayaa al-Sudani and his representation of Iraq at the climate summit, which we agreed on before I traveled to the Algiers summit; This is because the Climate Summit is closely related to the executive work and the problems facing the state and the governmental measures taken to limit the damages of climate change to the environment and economic, food and social security, especially our problems with water and drought. It was agreed between us that I would participate in the Sharm el-Sheikh summit after the Arab League summit in Algeria.
This is what led to the delay in talking directly with the Iraqi people with all its sects and components about what we plan and work for in our work as President of the Republic of Iraq, and it is a constitutionally defined action that was established through the practical experience of the post-2003 democratic authorities.
Before our election as President of the Republic, I had prepared a general program of action that was acquainted with by many political parties and forces represented in the House of Representatives.
The principles of this program aspired to confirm our keenness on the basic responsibility of the President of the Republic, as formulated by the Constitution in Article 70, which states the following: “The President of the Republic is the head of the state and the symbol of the unity of the nation, representing the sovereignty of the country, and ensuring compliance with the constitution and preserving the independence of Iraq. its sovereignty, unity, and territorial integrity, in accordance with the provisions of the Constitution.”
Our program paper that we submitted for our election to the presidency of the republic stated the following:
1- Implementing the constitutional entitlements referred to in the constitution in order to serve the citizen and the state.
2- Work to ensure that there is an efficient government that represents the various spectrums of the national space.
3 Supporting constitutional legislation while adhering to the constants in rights, duties, freedoms, and the democratic approach chosen by the people.
4- Emphasizing the importance of the basic role of Parliament for the success of the government's work through legislation and oversight.
5- Make every effort to assist the executive authority and the judiciary to confront the scourge of corruption that threatens our democratic entity in order to ensure that the course of the political process is corrected, and to provide the best services to the Iraqi people in the economic, social and development aspects through a strong administration that carries out a relentless campaign against corruption in all directions.
6 Seeking the cooperation of all branches of power and state institutions to achieve social justice for the various segments of the people and raise the standard of living for the citizen.
7- Coordination between the various parties to find quick, effective and permanent solutions to the problems between the Kurdistan region of Iraq and the federal government on the one hand and on the other hand between the governorates that are not organized in a region and the relevant ministries and sectors, in order to create an environment and normal conditions in all regions of Iraq in a way that supports and consolidates the foundations of national unity.
8- Endeavor, in cooperation with the Council of Ministers and the House of Representatives, to gain international support for Iraq in confronting the terrorist forces that continue to threaten the security, safety and sovereignty of Iraq, and to strengthen security and stabilize stability in all parts of it.
9- Among the priorities of our work in the Presidency of the Republic is keenness to mobilize international support to rebuild Iraq according to new foundations based on achieving its economic and social progress, devoting its material and human resources to strategic development projects, and encouraging the private sector for development and trade.
10- Work to ensure that there are real efforts to reform the conditions of the Iraqi armed forces in all its formations, and to work on the basis of citizenship and loyalty to the homeland and protection of the constitution, and work to ensure that weapons are in the hands of the state and its official institutions exclusively and in accordance with the constitution, and in all parts of Iraq without exception.
11- Preserving the independence of the judiciary, preventing political interference in its work, and adhering to its decisions.
12- Working with neighboring countries from which the waters of Iraq’s rivers originate or pass through their lands, to reach realistic and fair technical agreements and understandings that preserve Iraq’s water rights, while striving to develop water management in Iraq and reviving efforts to revive the marshes to save them from droughts and stop desertification, which is expanding at the expense of lands. agricultural.
13- Building a strong state with its institutions under the rule of law and orientation towards development, in order for Iraq to play its strong role in the region and the world, in addition to adhering to international law, which is a basic foundation for establishing and protecting balanced international relations with the international community.
14- Supporting the private economic sector through bold and rapid steps represented in enacting modern economic laws, simplifying government procedures, and abolishing bureaucratic circles to create a free business environment and support local and foreign investments.
15- Working to return the displaced people who have been displaced from their areas due to armed conflicts and terrorism to their homes.
16- Reconstructing cities, villages and neighborhoods that have been destroyed and devastated by terrorism.
17- Seeking to strengthen Iraq's relations in its Arab, regional and international environment in a way that guarantees the sovereignty and neutrality of Iraq and preserves its interests.
Our participation in the Algiers and Sharm el-Sheikh summits reinforced confidence in the possibility of serious and effective action. We met there and met in a good atmosphere and with understanding with many presidents, kings and leaders representing their countries at the two summits, and we sensed feelings that confirm the possibility of pushing Iraq's regional relations forward towards developing the common interests of the neighboring peoples and countries and the region in order to create a safe and stable political environment based on the foundations of cooperation, construction and peace. .
Iraq has good opportunities to be a pivot in such understandings, and perhaps the successes it has achieved in recent years in providing an atmosphere of understanding between neighboring countries will allow it to continue these efforts, which everyone in our regional environment seems to be in dire need of.
We will work to support the government's effort in this direction, in a way that would make Iraq an oasis of lasting peace.
The important issue that we gave a lot of time and effort to is the water problem, which we talked about at the Algiers summit and absorbed in more detail in it at the Sharm el-Sheikh summit, which is a summit that deals with climate problems as a threat to the whole world, and drought, desertification and water scarcity are a major and dangerous factor in the exacerbation of this problem that casts a shadow. By virtue of our academic specialization and our local and international experience, we can, from our position as President of the Republic, do a lot to support the efforts of the Ministry of Water Resources in this field, in agreement with the authorities in the Republic of Turkey and the Islamic Republic of Iran, as well as with the Syrian Arab Republic.
