    The huge demands for spending by the ministries and provinces to the government caused a delay in resolving the budget file, as the value of the required spending reached 222 trillion Iraqi dinars, which is a huge number that the budget had not reached before in Iraq, and it is greater than the expected figure for the budget by 58%.
     
    A member of the Finance Committee, Mueen Al-Kazemi, said, “The draft budget will reach Parliament early next year, as it has not yet been completed with the Ministries of Finance and Planning due to the high claims that have arrived from ministries and provinces, amounting to 222 trillion dinars, and need to be reviewed and amended.”
    Al-Kazemi added, "The House of Representatives will start its legislative recess on the 8th of this month, and when the draft law reaches the House of Representatives, the House will take two months or more to study, discuss and vote on it."
    Two expected numbers appeared for the next budget, the first from a member of the Finance Committee, Mueen Al-Kadhimi, when he expected that the size of the budget would reach 140 trillion dinars, and the other from a member of the committee, Jamal Cougar, who expected that the budget would range between 100 to 120 billion dollars (146-175 trillion dinars).
    In any case, it seems that the number that the government was shocked by, coming from the requests of the ministries and governorates for spending, will reach more than the number that it monitored, by more than 50%.
    It is not known what causes this high demand for spending. According to the state’s accounts during the current year, current operating expenditures amount to about 8 trillion dinars per month, which means that operational expenditures in total will not exceed 100 trillion Iraqi dinars during a full year.
    From here, a question arises as to whether the provinces and ministries are planning to spend an additional 122 trillion dinars on investment and other projects, as non-operational spending according to this or investment spending will represent the equivalent of 55% of the budget, which is an unprecedented number in the history of Iraqi budgets.
