    Al-Tamimi said that more than 25 percent of the countries of the world adopt this system, which is called the parliament, and it remains underground. Foreign relations and the army are among the powers of the central government, as is the case in Britain, South Africa, Iraq, Canada, Brazil and others.
    Journalist Nashwan Hashem talks about a “strange situation in federal Iraq,” saying that the Peshmerga are funded by Iraqis, but they refuse to come under the command of the Iraqi army.
