    [size=45]Yesterday, Sunday, deputies stated that the reconstruction and development funds in the budget will be allocated to the poorest governorates and liberated areas, calling for the speedy presentation of the law for the first reading in order to approve it.[/size]
    [size=45]It is noteworthy that the Parliamentary Finance Committee had expressed its concern earlier about the high budget deficit rate to 64 trillion dinars, stressing that the economic situation that helps to address this deficit at the present time may not be able to continue in that for the coming years, given that the budget is planned. for three years.[/size]
    [size=45]Representative Ali Al-Bandawi said, “The budget has not yet been presented for the first reading, and the draft that arrived from the government is still in the Presidency of Parliament, awaiting its inclusion on the agenda to proceed with its legislation.”[/size]
    [size=45]Al-Bandawi continued, "What distinguishes this budget is that it includes, for the first time, special funds for development and reconstruction, and this is an important progress on the urban level."[/size]
    [size=45]He pointed out, "These funds will be classified into two parts with the aim of including all components of the Iraqi people and in order to achieve the goal."[/size]
    [size=45]Al-Bandawi stressed that “the first type of funds will include the poorest governorates, headed by Muthanna and Diwaniyah, in addition to Dhi Qar and Maysan.”[/size]
    [size=45]And he continues, “The second category of funds will include the liberated governorates, such as Nineveh, Salah al-Din, and Anbar.”[/size]
    [size=45]Al-Bandawi stressed, "The House of Representatives is supportive of these funds and will work to approve them within the government draft of the budget law that we are working on approving before the Eid holiday."[/size]
    [size=45]And he talked about “a political consensus between the state administration coalition to include these funds in the budget, as they serve the audience of the components of this coalition.”[/size]
    [size=45]Al-Bandawi stated, “The state has sufficient funds to implement the projects of this fund, as investment will be relied upon as it is the best way to implement service projects such as roads, bridges, hospitals, schools, and other issues that have direct contact with the Iraqi citizen.”[/size]
    [size=45]He called, "the political blocs to assume their responsibilities and expedite the approval of the budget for the financial allocations it carries with the aim of implementing service projects for the Iraqi citizen."[/size]
    [size=45]Al-Bandawi went on to say that “Parliament will conduct a complete review of the budget law in order to compare it with the ministerial platform that was voted upon when confidence was granted to the government of Muhammad Shia’a Al-Sudani, and in light of that, voting and approval will take place.”[/size]
    [size=45]For his part, Representative Mustafa Al-Karawi stated, “The budget amounts, according to estimates, have reached 199 trillion dinars.”[/size]
    [size=45]Al-Karawi continued, "The investment part of the budget amounts to 49 trillion, or about 25% of the total sums allocated by the government for the law."[/size]
    [size=45]He pointed out, "The Finance Committee hopes that the investment budget will be higher than what was announced in the government project."[/size]
    [size=45]And Al-Karawi stated, “The investment budget is more important than its operational counterpart, as it affects the internal economy of Iraq and causes urbanization.”[/size]
    [size=45]He explained, “The investment budget was distributed in varying proportions through the Reconstruction and Development Fund for the poorest and liberated regions and governorates, in addition to what is related to the Chinese agreement and the projects rounded up from the Emergency Support for Food Security and Development Law.”[/size]
    [size=45]And Deputy Amir Al-Mamouri affirms, “The governorates need to implement new projects, especially at the service level, and this will only happen through the budget law.”[/size]
    [size=45]Al-Mamouri continued, “Projects are divided into two types, the first is reluctant, which, if left, will cause a waste of public funds and not achieve its goals, and some of these projects date back to 2008.”[/size]
    [size=45]He pointed out, "The second projects, which are new ones, also need an investment budget to carry them out, and we are looking forward to approving them in the budget."[/size]
    [size=45]Al-Mamouri concluded, “Parliament is still preoccupied with discussions on the election law, and no agreement has been reached, until now, on a date for budget legislation.”[/size]
    [size=45]The Council of Ministers had earlier voted on the draft budget law for three years, and referred it to Parliament for a vote.[/size]
