    After the Council ended the first reading of a draft law on ratification of the Convention on the Promotion and Protection of Investment between the Government of the Republic of Iraq and the Government of the Hashemite Kingdom of Jordan and submitted by the Committees on Foreign Relations and the economy and investment, which aims to ratify the agreement signed in Baghdad on December 25 of last year.

    And completed the Council first reading of the draft law on ratification of the Convention between the Government of the Republic of Iraq and the Government of the State of Kuwait for the encouragement and reciprocal protection of investment, and submitted by the Committees on Foreign Relations and the economy and the investment for the purpose of promoting economic cooperation between the governments of the two countries and expand with respect to investment capital and stimulate business initiatives and trade individual.

    The Council ended the first reading of the draft law of the Ministry of Health and submitted by the committees of health, environment and legal for the purpose of developing devices and the Ministry of Health as to ensure the care of the health and safety of citizens and raise the level of health and provide the services of various medical and preventive, curative and reconsider reconsider some of the administrative structures in the ministry.

    And completed the Council first reading of the draft law on drugs and psychotropic substances and submitted by the committees of health, environment, security and defense, which comes due to the authentication of the Republic of Iraq and its entry into many international treaties related to drugs and psychotropic substances, and to tackle the spread of illicit trafficking in narcotic drugs and psychotropic substances in Iraq, and the suppression of criminal gangs that working to mislead some groups of people and encourage them to use those substances that pose a serious threat to human health and welfare and damage the foundations of the economic, social, cultural and moral society, but the purpose of the adoption of laws rules of science in the treatment of addicted to narcotic drugs and psychotropic substances and to consolidate the Arab and International Cooperation in this regard and to prevent drug cultivation or plants that draw them psychotropic substances or reduce them as a serious pest threatening entity of society and put Raadh penalties for growers or dealers.

    For his part, called on Mr. Jubouri parliamentary committees to speed up the submission of bills for first reading with the need to resolve the heads of parliamentary committees on a permanent basis after naming presidencies temporarily by the eldest, noting that next week would be an act of special committees Besbaeker and Budget and the displaced and parliamentary development and other pointing out that the Council Representatives will be ready to hold a hearing next week to vote on the agreement if the security minister to them. 

    And postponed the Presidency the first reading of each of the bill join the Republic of Iraq to the Treaty of the province of Migratory Species of Wild Animals (CMS) and submitted by the committees of health, environment, foreign relations, and the first reading of a bill to encourage anesthesiologists in addition to the first reading of a bill supporting the doctors.
