    [size=45]Prime Minister Muhammad al-Sudani may surprise by submitting an appeal against the budget, which witnessed one of the longest sessions in Parliament to pass it, which spanned 5 days.[/size]
    [size=45]In the prime minister's first statement after passing the budget, he said that the amended items in the budget would be reviewed.[/size]
    [size=45]It is not known specifically about the paragraphs that the government may challenge and whether they include the Kurdistan part.[/size]
    [size=45]However, what is being circulated in political circles are signs of government anger at what the Finance Committee did with the government version that turned it upside down, according to what is described.[/size]
    [size=45]Those circles quoted advisers to the prime minister, saying that “Sudanese silence” over the past period regarding the budget crisis will be translated into the “Federal Court.”[/size]
    [size=45]And the sources confirm that the government can not submit its appeal against the budget law before the Federal Court only after it is published in the Official Gazette.[/size]
    [size=45]According to deputies, the constitution gives the government the right to appeal before the Federal Court to cancel and invalidate the provisions added by parliament to the budget law in accordance with the provisions of Article (13) of the constitution as unconstitutional provisions.[/size]
    [size=45]On the other hand, the constitution restricted the authority of the parliament in Article (62) and did not make it absolute, as it granted it the procedure of transferring between chapters of the budget and reducing its total amounts, and it may, when necessary, propose to the cabinet an increase in total expenditures.[/size]
    [size=45]The Prime Minister said in a statement yesterday that his government's vision in submitting a budget for 3 years is: "Reducing operational spending, developing non-oil revenues, and supporting the private sector."[/size]
    [size=45]And on the amendments of the Finance Committee, he stressed that “the government will work to review the items that have been amended in the budget, and study the extent of their conformity with the government’s vision and objectives approved in the ministerial curriculum.”[/size]
    [size=45]In the same context, the Undersecretary of the Ministry of Finance, Masoud Haider, commented on Al-Sudani's statement: "This is the correct procedure."[/size]
    [size=45]And he added in a tweet on Twitter: “What does not coincide with the government program (meaning the budget items) that the House of Representatives voted on requires that an appropriate constitutional and legal decision be taken by the government regarding it.”[/size]
    [size=45]Finance Minister Taif Sami threatened last week that her ministry would challenge the budget if it was approved and included a change in the paragraphs included by the government.[/size]
    [size=45]Changes made by a calculated team to the coordination framework in the Finance Committee, with the support of the latter on the budget, triggered a crisis with Kurdistan, described by the leader of the Democratic Party, Massoud Barzani, as "revealing the true face of the chauvinistic parties."[/size]
    [size=45]Barzani said in a message yesterday to the public opinion that: "It is very unfortunate what happened in the past few days in the Iraqi parliament of irresponsible and unconstitutional attempts aimed at deepening the problems and violating the legitimate rights of the Kurdistan people."[/size]
    [size=45]He added, “Everyone is aware that there are dialogues that have led to constructive agreements between the constituent parties of the state administration coalition to remove obstacles and solve problems. The Iraqi federal government and the Kurdistan Regional Government have reached a good and positive agreement to solve dilemmas, in order to consolidate the pillars of stability in the country and serve the people. What some political parties did, unfortunately, of ingratitude and denial and in an irresponsible way with the aim of undermining the entity of the Kurdistan region, but their attempts failed and were neglected.[/size]
    [size=45]And he continued, “What happened in the past few days in the Iraqi parliament has removed the mask and revealed the true face of the chauvinistic parties and their bargains and those who do not respect their pledges and signatures.     [size=45]He pointed out, “We affirm that the Kurdistan region belongs to the Kurdish people, and the product of the blood, sacrifices, and struggle of the Kurdish people, and we strongly oppose any reckless attempt that seeks to bypass and undermine the entity of the Kurdistan region. For us, the Kurdistan region is not only a red line, but also a death line. Kurdistan or the annihilation.[/size]
    [size=45]Parliament passed, in continuous sessions from last Thursday until dawn on Monday, a budget for 3 years for the first time in the history of budgets after 2003.[/size]
    [size=45]The value of the proposed expenditures in the new budget is 198 trillion and 910 billion dinars ($153 billion) per year.[/size]
    [size=45]The total budget revenues amount to 134 trillion and 5 billion dinars ($103.4 billion), based on the price of a barrel of oil of $70.[/size]
    [size=45]As for the share of the Kurdistan region, it amounts to 12.67 percent, provided that the region’s oil exports pass through the Iraqi Oil Products Marketing Company (SOMO), and the region must “ship the crude oil” produced in the fields located in it to the company’s stores, “at least 400 thousand barrels per day.” ».[/size]

    [size=45]On the other hand, Munqith Dagher, a researcher in economic affairs, criticized a paragraph in the budget related to extinguishing the previous government's advances until the end of this year, which was considered an amnesty for the thieves of public money.[/size]
    [size=45]And Dagher confirmed in a tweet on Twitter, quoting Magda Al-Tamimi, a former member of the Finance Committee, that the size of those advances was until 2021, 105 trillion dinars, while the total amount is now expected to be about 100 billion dollars.[/size]

    [size=45]The International Monetary Fund said at the end of last May, that the increase in the public sector salary bill will contribute to the escalation of the deficit and financial pressure in Iraq, unless there is a significant increase in oil prices.[/size]
