    The head of the Independent High Electoral Commission in Iraq, Judge Omar Ahmed, said that the commission had submitted a list of requests to the Iraqi government, including 350 points, regarding the provincial council elections expected to take place at the end of the year in Iraq, and that the government had approved all submitted requests.

    Ahmed said in a press interview, "We submitted a list of requests to the Iraqi government that includes 350 points about holding the provincial elections. And the Iraqi government agreed to all these points, and allocated a special budget for the process, in addition to securing all our needs in order to conduct the electoral process on December 18th.” this year".

     Judge Ahmed also stated that the decision of the Federal Supreme Court caused a legal vacuum in the Kurdistan region of Iraq, and it is very important to hold elections in the region, expressing the Commission's readiness to conduct the electoral process in the Kurdistan region of Iraq , and considered it a "national duty", that the elections be held at an appropriate time and in accordance with international standards with transparency, integrity and electoral justice.

    The head of the Iraqi Election Commission added, "The President of the Kurdistan Region of Iraq is very keen to hold elections for Iraqi Kurdistan because of the legal vacuum, and the transformation of the Iraqi Kurdistan Regional Government into a caretaker government. He demanded that we managed the electoral process from all aspects, and we complied with his request and informed him of our readiness to conduct the process, provided it be conducted in accordance with international standards.

    The head of the Election Commission confirmed that "we agreed with the President of the Kurdistan Region of Iraq to continue communicating in order to set a date for the elections," adding: "The President of the Kurdistan Region of Iraq must send an official request to the Commission inviting us to manage the electoral process.We submit a list of our requests."

    The Independent High Electoral Commission can manage the electoral process in Erbil through the use of the modern and advanced technical system for elections, and relying on the offices of the Commission in Erbil, Dohuk, and Sulaymaniyah to work. And relying on the staff of the commission offices in other Iraqi governorates or contracting with employees in the Kurdistan region of Iraq for one day, in case the commission needs additional staff to conduct the electoral process,” Ahmed said.

    However, the head of the Iraqi Electoral Commission stressed at the same time that "two elections can never be held at the same time, and therefore two different dates must be set, and the opposite of this will affect the level and type of performance of the Commission's work."

    He explained, "When the conditions and the list of demands are approved, and a budget is allocated for the process, we will need at least six to seven months to hold elections in the Kurdistan region of Iraq," adding: "According to the law, we decide the method to be followed in the elections, manually or in our meeting, we talked about the need to follow the electronic system in conducting the operation.”[/rtl]
