    Shafaq News/ The joint security dialogue between the United States and Iraq "JSCD" was concluded with the signing of the minutes of the meeting, which affirmed the bilateral commitment to continuous security and defense cooperation in all fields, including the mission to eliminate ISIS, which is led by Iraq.
    The US Department of Defense and the Iraqi Ministry of Defense led the inauguration of the Joint Security Cooperation Dialogue between the United States and Iraq in Washington, DC, from August 7 to 8, 2023, and reaffirmed their commitment to security cooperation and their common interests in regional stability, according to a statement issued by the US Embassy today, Wednesday.



    The statement indicated that a delegation from the Republic of Iraq, headed by Minister of Defense Thabet Al-Abbasi, and an American delegation led by Assistant Secretary of Defense Celeste Wallander, discussed a set of bilateral defense issues in accordance with the Strategic Framework Agreement between the United States and Iraq for the year 2008 and as part of the comprehensive US-Iraqi partnership.
    Minister Abbasi also met with US Secretary of Defense Lloyd Austin and US representatives from the Joint Chiefs of Staff, the Defense Security Cooperation Agency, the US Central Command, the State Department and the National Security Council.
    The Iraqi delegation included the head of the Counter-Terrorism Service, the Army Chief of Staff, the Deputy Commander of the Joint Operations Command - Iraq, and other senior officials.
    The statement indicated that the US and Iraqi delegations reaffirmed their commitment to developing Iraq's security and defense capabilities and their determination to deepen security cooperation across a full range of issues to advance the common interests of our two countries in Iraq's security and sovereignty and in the stability of the region.
    The Joint Security Cooperation Dialogue reflects the mature bilateral strategic partnership and builds on the foundation laid by previous bilateral discussions, including the US-Iraq Strategic Dialogue in July 2021 and the US-Iraq Higher Coordinating Committee in February 2023.
    The statement noted that the two delegations welcomed the full implementation of the strategic dialogue, stressing that there are no US forces with a combat role in Iraq and that all US military personnel are still in Iraq at the invitation of the Government of Iraq to train, provide advice and assistance, and exchange intelligence information to support the Iraq battle to ensure the permanent defeat of ISIS.
    The two sides reviewed common challenges and opportunities for cooperation, focusing on the remarkable achievements of the campaign to defeat ISIS and the ongoing efforts to prevent the return of the organization, and emphasizing joint cooperation with the Iraqi security forces, including the Peshmerga forces, and with a common commitment to regional stability.
    The two delegations also reviewed the critical operational support provided through CJTF-OIR's mission to train, advise, assist, and share intelligence with the Iraqi Security Forces. The two delegations discussed the urgent need to resettle displaced persons and detainees currently in northeastern Syria to their countries of origin and to support reintegration efforts into local communities, according to the statement.
    The statement revealed that the United States and the Republic of Iraq intend to consult on a future procedure, separate from the joint security cooperation dialogue and including the coalition, to determine how to transform the military mission of the coalition according to a timetable and based on the following factors: the threat from ISIS, the operational and circumstantial requirements, and the levels of capabilities of the Iraqi security forces, stressing that The Iraqi and American delegations are committed to forming a higher military committee between the United States and Iraq to evaluate the aforementioned future action.
    The two delegations also discussed efforts to build the institutional capacity of the Iraqi Security Forces through US military assistance and security cooperation programs, including Foreign Military Financing and Foreign Military Sales.
    The two delegations reviewed opportunities to expand the educational opportunities available to military professionals in Iraq, whether through training programs or educational exchanges. The two sides also consulted about opportunities to expand Iraq's participation in military exercises led by the US Central Command.
    In support of Iraq's sovereignty and security, the two countries reaffirmed that US forces are present in Iraq at the invitation of the Iraqi government only to support the Iraqi security forces in their fight against ISIS.
    The Government of Iraq also reaffirmed its commitment to protecting the personnel and advisors of the United States and the international coalition, convoys and diplomatic facilities.
    The two delegations indicated their intention to hold subsequent joint security cooperation dialogues and related meetings in the future to discuss the evolving threat from ISIS, current and future operational requirements, and efforts to improve the capabilities of the Iraqi Security Forces.
    The statement continued by saying: The successful conclusion of the opening of the joint security cooperation dialogue confirms the commitment of the two countries to continue bilateral military cooperation in all fields, including, but not limited to, the continuity of defeating ISIS led by Iraq.

    Last Monday, a high-ranking delegation headed by Iraqi Minister of Defense Thabet Muhammad al-Abbasi began a visit to the United States of America, at the official invitation of the Pentagon.
    This was mentioned by Major General Yahya Rasool, spokesman for the Commander-in-Chief of the Armed Forces, in a statement received by Shafaq News Agency, and indicated that the delegation includes the head of the Anti-Terrorism Service, First Lieutenant General Abd al-Wahhab al-Saadi, the Chief of Staff of the Army, Lieutenant General Abdul Amir Rashid Yarallah, and Lieutenant General The first, Qais Al-Muhammadawi, Deputy Commander of Joint Operations, and a number of advisors and officers.
    During this visit, the delegation will hold several meetings to discuss a number of topics, foremost of which is the future relationship of the presence of the international coalition, bilateral security cooperation between Iraq and the United States, and the exchange of experiences and information, especially in the intelligence aspect in pursuing the remaining elements of the terrorist gangs of ISIS.
    According to Rasoul, this visit also includes holding a series of meetings and conferences with officials in the US Department of Defense in a way that serves the common interests between the two countries.
