    On February 15, 2022, the Federal Supreme Court in Iraq issued a decision obligating Kurdistan to "hand over oil production from the region's fields to the federal government, and to allow the Ministry of Oil and the Federal Board of Financial Supervision to review the contracts concluded, and it considered the oil and gas law enacted in the region to be contrary to the constitution." 
    The region is stalling
    It seems that the oil expert, Hamza Al-Jawahiry, is convinced that the crisis is “fabricated” by the region by interpreting the paragraphs of the constitution related to oil, gas and clear natural resources, with different interpretations.
    According to the oil expert, "the decisions of the Federal Court are compatible with the constitution and the vision of the federal government, in addition to the decisions of the Paris Court of International Arbitration, which were consistent with the interpretations of the Federal Court."
    In his interview with "Baghdad Today", he acknowledges that "all these interpretations and decisions justify the legislator and the politician to pass the law, without political consensus, as it is - supposed - not to stand in the way of the constitutional text," pointing out that "the regional government is trying to procrastinate to circumvent these decisions in order to obtain what she wants."

    Best legislature
    In turn, a member of the Parliamentary Legal Committee, Representative Sajjad Salem, believes that the current legislative term is the "best" in terms of enacting laws, in light of the desire to increase momentum in this direction.
    The member of parliament indicated in an interview with "Baghdad Today" that the governmental negotiations between Baghdad and Erbil will continue on some laws, including oil and gas.

    Two articles and a contradiction
    Contrary to what was mentioned, human rights activist Hani Al-Basri calls for postponing these laws until the completion of the proposed constitutional amendments, "The oil and gas law is one of the difficult laws." According to him.
    Al-Basri based his opinion on the fact that “Articles 111 and 112 of the Constitution, on which it is hoped that the legislation of the law will be based on, are ambiguous and contradictory. While the first stipulates that oil and gas belong to all members of the Iraqi people in all regions and governorates, the second differentiates between the current and subsequent fields, so it gave The right to manage the current fields only is a joint management between the producing regions and governorates and the central government. 
    This means - according to a previous interview by the human rights activist - that the central government is not entitled to participate in the management of all the fields that were discovered after the adoption of the constitution in all parts of Iraq.

    Sudanese between the two parties to the conflict
    On the political level, political analyst Muhammad Naanaa reveals that there are what he called "two parties to the conflict" currently in the current government.
    As for the second party, it represents the strongest party in the coordination framework, according to Nana. He added to "Baghdad Today", saying: "He wants to obtain concessions for Baghdad over the region, and then proceed with enacting the law that both parties adhere to on technical grounds."
