The visit of a high-level delegation headed by the Prime Minister of the Kurdistan Regional Government to Baghdad, last week, constituted an important turning point towards resolving the recent crisis that broke out between Baghdad and Erbil, which hindered the return of the Kurdistan Democratic Party to Kirkuk, especially after an official Kurdish protest against the “lack” of Baghdad’s monthly loan to The region and the salaries of employees there.
The Kurdish delegation, headed by the region's Prime Minister, Masrour Barzani, held a series of intensive and lengthy meetings with the three presidencies, in addition to the leaders and leaders of political parties and forces, in what some consider to be a continuing whistling game of the accumulated crises between the federal government and the Kurdistan Region.
Political analyst Ali Fadlallah said: “Crises in general have a negative impact on the political process, especially the crises between Baghdad and Erbil,” explaining that “the recent rapprochement and then the recent breakthrough after the visit of the Kurdistan Region delegation to Baghdad and its meeting with the Prime Minister and political officials all constitute A qualitative shift in working to address all crises, especially the financial crisis.” Fadlallah continued in an interview with “Al-Sabah” by saying: “This rapprochement will positively affect the stability of the political situation and constitute a positive point, especially after it takes place through deep dialogues, and it will have positive repercussions on the performance of the crisis.” The federal government, since the system in Iraq is parliamentary and the government needs the support of the political class.” The decision to return the activity of the Kurdistan Democratic Party to Kirkuk sparked a political crisis and rejection by the Arabs and Turkmen of Kirkuk, which led to demonstrations and a curfew in the city, before the situation returned to normal again.Writer Zirk Ahmed Rahman attributed the basis of the crisis to exclusively economic reasons, calling for finding a solution by consensus between the two sides.
Zirk said in an interview with “Al-Sabah”: “The crisis between Baghdad and Erbil is no longer what it was in the last century, which was limited to the national conflict only, after the year 2003, specifically after the death of the late President Jalal Talabani and after the independence of the region’s oil project from the center.” The economic conflict has increased its presence, even despite the pretense of a national conflict,” adding that “whenever the center puts pressure on the region in the issue of budget and revenues, the biggest loser from the conflict is the citizens of the region, especially the employees of its governorates, because their livelihood is a victim of that conflict.”
Rahman added, “This issue has become a subject of conflict between the parties of the region, on the one hand, as each of them accuses the other, as well as the exchange of accusations between the region and the center.” He continued, “In this regard, there is no solution other than agreeing on what is stipulated in the constitution and the budget law and extracting the citizen’s livelihood from this situation.” The ordeal and not angering the Kurdish street from the region and Baghdad alike, especially since we are on the cusp of elections.”
