The Election Commission announced the deprivation of 108 parties from participating in the electoral processes that will be held in the future due to what it said were financial and administrative violations.
Director General of the Department of Political Parties and Entities Affairs at the Commission, Heman Tahseen, said, “The department issued a decision approved by the Board of Commissioners to prevent 108 political parties from participating in any electoral process held in the future,” adding that “the decision came due to major violations of the Political Parties Law No. 36 of 2015, including not submitting the final accounts to the Financial Supervision Bureau, not having real headquarters, and not holding its founding conferences every two or four years according to the bylaws.”
Tahseen pointed out that “these violations prevented the Commission from being able to deal with the party’s president or the Secretary-General, because the party, according to the law, has a legal personality, and with the expiration of the leadership’s term, the party’s president becomes more like a caretaker government, and he has no right to submit lists of candidates,” explaining “The deprivation will extend to the upcoming electoral processes, as the decision was absolute and irreversible.”
He added, "The exception was granted for a period of only 4 months to five parties due to minor violations that did not exceed their delay in holding the founding conference to catch the opportunity to participate in the irregular governorate council elections in a region on December 18 next, on the condition that they pledge to hold a conference as soon as the excuse presented by the party disappears."
He pointed out that he chaired the electoral spending committee, which includes specialists in financial affairs, law, and political systems, “after allocating an article related to the maximum spending on electoral campaigns in the current election law, and presented a comprehensive and complete draft to control this issue, and stipulate the political party that will participate in the electoral process.” The individual candidate must open a bank account that includes the amount of money spent on electoral campaigns and organize it by an accountant.”
He pointed out that there are "deterrent financial penalties for violators to help achieve relative justice between candidates, whether they are individuals or within party lists, and to control the funds used to finance political parties, in addition to emphasizing the issue of the final accounts of those parties."
