The Iraqi Ministry of Health returns from time to time to announce the health insurance law and its features, and this time it revealed the date of its application to the various segments of the population covered by this law.
Citizen protection
The law aims, according to a previous statement by the Minister of Health, Saleh Mahdi Al-Hasnawi, which was received by (Al-Mada), “to protect the citizen from unreasonable spending on health services by assisting the state and sharing a portion of the value and cost of the services that the citizen receives in the sector and private wings of the Ministry of Health, as the The cost of one surgical operation in the private sector may amount to 5 million Iraqi dinars, paid by the citizen in the private hospital. However, the subscriber to health insurance and the insurance authority will pay a percentage not exceeding 25% of the value of the operation, and the government - through the guarantee fund - will cover 75% of the value of the operation. “This is what happens for the first time in the country.”
Experience and proof
The Ministry of Health, the previous Thursday, implemented the virtual practice of providing health insurance services in the private nursing home in the Medical City.
Al-Hasnawi confirmed, according to a statement from the ministry received by Al-Mada, that “the purpose of the virtual practice is to diagnose the obstacles to address them before the official launch of health insurance in its first phase in the coming period.”
He stressed “the importance of providing the necessary diagnostic examinations to patients, flexibility in dealing with and caring for patients, and the importance of gradually electronic linking to all stages and services of health insurance.”
He pointed out that “health insurance is a service project that primarily meets the citizen’s health needs and confirms that the government places the health sector among its priorities.”
For Iraqis and non-Iraqis
The Ministry of Health, according to its official spokesman Saif Al-Badr, who confirmed through a statement specifically made to him (Al-Mada), that “the Ministry began the phased application since the beginning of this year, and the last phased application was about a week ago, which was the start of the trial operation to provide health services.” Pointing out that, “We launched registration for limited groups and about three hundred thousand Iraqis from all categories, including those included in the social welfare network.”
Al-Badr confirmed, “Health insurance is in its final stages, and after its interim implementation, it will include all Iraqi citizens, even non-Iraqis, and all citizens, and by that I mean employees and non-employees.”
suffering
Most Iraqis suffer from poor services, as well as the costs of treatment and “scouting” doctor consultations, which makes them live with both issues in their health reality.
Al-Hasnawi, according to a statement published by the Ministry on the virtual practice, starting from the entry of the patient requesting the health service until the end of the followed procedures, during which he conducted a tour in the corridors of the nursing home to follow the procedures and mechanisms specified in accordance with the health insurance instructions.
While Al-Hasnawi confirmed, while chairing a meeting of the Social Security Board of Directors, that “the implementation of health insurance is among the priorities of the government program seeking to develop the health situation in the country.”
Al-Hasnawi supervised in the field the virtual practice of providing health insurance services in the “Private Nursing Home” in the City of Medicine. He also reviewed the virtual practice starting from the entry of the patient requesting the health service until the end of the followed procedures, and during which he conducted a tour in the corridors of the “home” to follow the procedures and mechanisms specified in accordance with the instructions. Medical Insurance.
It is not intended for profits
The Health Insurance Law is one of the promising laws that was approved in 2021, as it is expected to relieve pressure on citizens and government hospitals.
Dr. Ruba Falah, from the Ministry of Health’s media, said in an interview followed by Al Mada: “Health insurance has many benefits, as it will contribute to providing comprehensive health care to all segments of society by providing protection for them in cases of illness or disability, and the ability for them to reach health service centers and receive Good services easily without incurring financial burdens that cannot be provided,” stressing that the law “does not aim to achieve profits.”
She continued, “Health insurance represents a social function for the state through the principle of solidarity, as most citizens bear a certain percentage of the costs of treating patients in addition to the state,” and concluded by saying: “This achieves the goal of solidarity and makes the state the sponsor and preserver of citizens’ rights. Health insurance constitutes a protection system for the poor and limited-income people.”
For his part, the Director of Media of the Popular Clinics Department, Saad Al-Ibrahimi, revealed that a rehabilitation campaign had been implemented in the institutions affiliated with the department in preparation for starting to implement the law.
Qualification and development
Al-Ibrahimi said in a press interview followed by (Al-Mada): “The Ministry of Health took the initiative to implement this system, which will provide service to the citizens covered, who will reach 300,000 citizens in the first stage,” and he added that “the Department of Popular Medical Clinics was prepared through its health institutions, represented by private wards in hospitals.” Under the guidance of the Minister of Health, who runs the Department of Popular Clinics from a lower location, he explained that “the current stage is to rehabilitate the wings of hospitals and popular clinics.”
He added, “The department took the initiative to rehabilitate a number of hospitals, such as Al-Alawiya Maternity Hospital, Al-Kindi Hospital, Yarmouk, and a number of others in Al-Rusafa, in addition to a number of popular clinics that will be prepared, such as the popular clinics in Al-Iskan, Al-Sulaikh, and the second clinic in Sadr City, to receive citizens after the building addition project arrived.” To the final stages.” He stressed that “any development in the field of health will reduce the momentum taking place in hospitals, and those covered can visit the private sector under a special card and prior agreement that will reduce the burden on citizens.”
Accumulations and relief
On Sunday, the Parliamentary Health Committee revealed that the government is seeking, during the coming period, to implement the (Health Insurance) Law, which it is hoped will be implemented initially on employees and special grades, before circulating the experiment to citizens.
A member of the Parliamentary Health Committee, Bassem Al-Gharabi, said in an interview with Al-Mada: “We realize that there have been accumulations over two decades, and thus this has led to the collapse of all health institutions. We are also aware of the great scarcity of medicines for treatments prescribed for diseases.” Cancer, and other chronic and incurable diseases due to their high prices,” noting that “the budget for the current year 2023 is the best allocations in twenty years, as about 10 trillion dinars have been allocated to the requirements of the ministry, and one trillion and 600 billion for the issue of treatments and medicines.”
He pointed out, “Despite the availability of allocations, the Ministry of Health cannot pay approximately 30 to 40 percent of the treatment amounts to the citizen, and the rest is borne by the latter and falls on his shoulders.”
The experiment is in its infancy
Al-Gharabi explained, “The Ministry of Health seeks during the coming period to activate health insurance, and if it is activated and its procedures are carried out correctly and according to what has been legislated, there will be a major change in the health reality, given that this law involves affluent citizens to establish some health institutions and activate institutions.” Private health care,” indicating that “health insurance will not apply to everyone now, but rather to some, and will initially be for employees and ministries and for a specific category of up to 300 or 400 thousand employees.”
He added, "This experiment, at its beginning, must be well-thought-out in order for it to succeed and for the failure that occurred in it to be addressed. Therefore, it will not be applied to citizens, but rather to employees and special grades only."
It is noteworthy that the House of Representatives approved the Health Insurance Law in October 2020, which includes 12 chapters and 44 articles, with the obligation to implement it within 6 months after its approval in February 2021 by former President Barham Salih.
