With the launch of electoral campaigns for candidates in the provincial council elections scheduled for the middle of next month, the Election Commission has set the penalty for violating the propaganda campaign, which begins with imprisonment or a fine of 50 million dinars, while monitoring cases of attacks on electoral propaganda for candidates.
Observers fear that government positions will be exploited for electoral propaganda and used for the benefit of political parties, which prompted the government to issue a directive prohibiting the use of the capabilities of state institutions to promote candidates, which prompted the federal government to postpone the launch of operational contracts and the distribution of lands until after the end of the elections.
Academic and political affairs researcher Haider Ali saw the exploitation of state resources in elections as “a condition that exists in solid democracies,” calling for “firm measures to be taken to strengthen oversight.” Ali added, in an interview with “Al-Sabah,” that “with the start of the electoral campaign for the governorate council elections, controversy arises and accusations and warnings emerge about individuals and parties exploiting political influence, government money, and logistical support belonging to the state in electoral propaganda,” explaining that “this appears in several indicators, such as the use of Government media to promote and exploit government positions, as well as an important indicator represented by electoral promises for government positions.”
He pointed out that "many electoral experiences witness violations like this, and this does not mean accepting such practices in electoral campaigns while acknowledging the difficulty of eliminating them or stopping them permanently," calling for "the development of firm measures that strictly address these practices to enhance oversight of electoral financing and address the phenomenon." “With systems that monitor election campaign funds.”
The observer continued, "The exploitation of state resources, funds, and platforms for electoral promotion and propaganda must be prevented. Here, a joint role emerges for the government and the Election Commission to determine electoral propaganda and follow up on public resources in order to address the aggravation of this situation, enhance confidence between voters and candidates, and ensure the flow, flexibility, and transparency of the electoral process."
For his part, writer and journalist Muhammad Wadah pointed out that the Election Commission faces a major challenge, which is monitoring the money that candidates spend on their propaganda.
Waddah added, in an interview with “Al-Sabah,” that “with the start of the countdown to the provincial council elections and the approval of the names of the 5,915 candidates throughout the country, with the exception of the Kurdistan region, the street hopes that the upcoming provincial councils will not replicate the previous sessions, which were a burden and a burden that burdens the state.” Pointing out that "this prompted its cancellation by a decision of Parliament in response to one of the demands of the popular protests in October 2019, as it was considered a gateway to corruption and waste of public money."
Waddah pointed out that “the biggest challenge facing the Commission is its ability to monitor election campaign funds and their ceiling and not exploit them to buy debts,” indicating that “most of the candidates are extensions of the political parties and forces present on the scene and holding the joints of the state.” He warned against exploiting state resources for electoral propaganda, which could cause the electoral process to lose its momentum in order to restore citizen confidence in the elections and raise the participation rate in the general vote, which is hoped to be held next December 18, 2023.
